The benchmarking of water utilities involves collecting, analyzing, and comparing key performance data of one utility against those of other utilities in a country, a region, or globally. The process yields a detailed picture of the utility—its strengths and challenges, level of performance, opportunities, and more—and aids in developing strategies and initiatives to improve the utility’s performance.
The South East Asian Water Utilities Network launched its benchmarking program in 2004-2005 to help improve the performance of its member utilities. One of the major outputs of this first phase was the SEAWUN Data Book of Southeast Asian Water Utilities.
In 2006-2007, SEAWUN worked on the second phase of its benchmarking program, which involves not just the expansion of participating utilities but also the pilot testing of process benchmarking through peer review. It involved updating of the water utilities data book, formulating an incentive and awards mechanism for water utilities, and establishing a “Health Check” program.
This workshop, supported under ADB’s Water Operators Partnership (WOP) Program, marked the beginning of the third phase of SEAWUN benchmarking program that aims to foster a change program. ADB held a similar workshop for the South Asian Water Utilities Network (SAWUN), SEAWUN’s counterpart in South Asia, in November 2007.

The workshop aimed to equip participating utilities with benchmarking techniques to improve service delivery, operations, and financial performance. Participants were expected to immediately implement a continuous improvement program on nonrevenue water.

Seventeen SEAWUN member utilities participated in the workshop. They were joined by 6 water utilities from Pakistan who are also SAWUN members.
