6.4 Managing the Project Team

The project manager must demonstrate effective communications and people handling skills. The project manager must be supported by a reliable and competent team, the make-up of which depends on the type and size of the project. Typically the project team will include both technical and administrative staff.

The EA management must formally delegate authority to the project manager, who in turn must delegate responsibility to the project team members. Many managers resist assigning responsibility out of concern that the work may not be performed well enough. The solution is to define and agree with the person assigned to the work, the standards used to judge performance in terms of technical quality, budgets, and schedules. For every delegated task, the project manager should:

  • identify all available information,
  • define the completed activity,
  • define the level of resource and/or budget needed to carry out the task,
  • agree with the assigned person on a suitable completion date, and
  • set up a control mechanism to confirm the delegated task has been completed satisfactorily.
