7.1 ADB Missions

Regular and close consultations between the EA-IA, implementation consultant, and ADB are essential. Such consultations enable all parties to work effectively in discharging their obligations under the loan or project agreements and identifying and solving problems in project implementation.

ADB will send regular missions to consult with the EA, IA, and implementation consultant, to periodically review the progress of the project. In addition, ADB will send special missions as necessary to assist the EA on specific matters relating to implementation, such as procurement, project reporting, technical reviews, and disbursements.

The following types of ADB missions normally occur during project implementation:

  • project inception mission,
  • review mission,
  • special project administration mission,
  • project completion report mission,
  • country portfolio review mission,
  • country loan disbursement mission, and
  • disbursement mission.

The missions are normally coordinated through ADB's resident mission if there is one in the country of the project. The resident mission will develop an agenda and make appointments for discussions involving ADB staff, government officials, and project staff; and will provide administrative support for the mission, such as communications facilities, office facilities, and, if required, secretarial support. The project manager should be prepared to make project files and records available for review, arrange for visits to the project site, and provide any information and assistance that may be required to enable the mission to perform its tasks. The ADB mission should provide minutes of discussions, in the form of aide memoires or memoranda of understanding, to meeting participants, and the project manager should follow up on action to implement anything agreed upon.
