8.4 Project Completion Reports

Within 6 months to 1 year after physical completion of a project, the EA is required to prepare a project completion report (PCR). See PAI 6.07: Project Completion Report.

The PCR provides a concise project history, from initial project identification through physical completion. The main objective of a PCR is to provide lessons from the experiences of borrowers, EAs, and ADB in implementing projects, to help improve the performance of ongoing and future projects. The PCR also measures ADB’s development effectiveness and is an input to country strategy formulation. A PCR

  • evaluates the adequacy of preparation, design, appraisal, implementation arrangements, and performance of the borrower, EA, and ADB, including how problems were handled, whether they were foreseen as potential risks, and the adequacy of the solutions adopted during implementation;
  • provides a preliminary evaluation of initial operation, and of achievement and sustainability of benefits;
  • provides a preliminary evaluation of the extent of to which the intended outcomes were achieved and the project’s contribution to achieving the expected impact;
  • suggests follow-up actions required during project operation; and
  • makes recommendations for future project implementation and operation and for improvements in related ADB procedures.

This final phase of the project is to evaluate and record all issues and problems that occurred and to learn from them so project management teams may avoid them in future work.

The PCR should be a factual and objective report of how the project was conceived, prepared, and implemented. The PCR should be prepared under the direction of the EA project manager, incorporating information provided by the consultant and contractor as appropriate. ADB will use the EA’s PCR to prepare ADB’s own PCR within 6 months after physical completion of the project.
