To enable government legal personnel to understand better how market economies operate and are regulated, they would benefit from specialist training.
To enable government legal personnel to use foreign laws, texts and agreements as models, they require language training and the provision of translation facilities.
To enable greater sharing of information, there is a need for a library of legal information for the use of all ministerial staff. Such a library should include as many model documents and laws from other countries as possible. Its creation should be coordinated with the establishment of other libraries in Mongolia.
To assist further in the sharing and flow of information, regular meetings of government legal personnel and seminars on topics of mutual interest should be held.
To assist in the process of regulation and to encourage efficiency, there needs to be a clearer demarcation between the functions of the various ministries and greater cooperation between them. Consideration should also be given to increasing the number of legal advisors at ministries.
