Sector Wide Approaches (SWAps)

SWAps or sector wide approaches to lending will undoubtedly increase as country strategies reinforce sector linkages.

Investment projects and program loans will fall in line with government's national plans and budgets and lead to greater emphasis on policy and less direct interventions. However, this tendency toward SWAps will develop slowly only after both donors and DMCs develop the capability and knowledge to plan, budget and monitor impacts.

In Asia, ADB is taking a lead role in Bangladesh and Cambodia in the primary education subsector and will slowly increase SWAp coverage to secondary schools. In Pakistan (Sindh province) and in Mongolia, ADB is making headway to support SWAp approaches in national education planning.
