Education Tools
Education and Project Specialists, researchers, and policy makers
require paradigms, programs, and tool kits to establish the rationale,
objectives, design components, implementation arrangements, costs
and financing, and policy conditions of projects, programs, and
various other hybrid lending modalities.
Major dimensions include: economic and financial analysis of education
systems and projects, project costings, and policy analysis.

- Financing Technical and Vocational Education and Training in the People's Republic of China
Technical and vocational education and training (TVET) systems are often burdened by a range of performance issues. Many of these are rooted in problems that countries, including the People's Republic of China (PRC), have in generating and allocating the necessary financial resources, and in spending them effectively. This note will discuss such issues and present policy recommendations based on insights gained in Asian Development Bank (ADB)-sponsored policy reviews of TVET in Guangdong and Hunan provinces.
- Good Practice in Cost Sharing and Financing in Higher Education
Higher education will have increasing importance in channeling human resources to support social development and economic growth but faces resource constraints and competing priorities in ADB’s developing member countries (DMCs). Sudden and large shifts of government financing to higher education in DMCs may derail adequate funds for basic and secondary education. It is thus critical that new paradigms be found for financing higher education. With its well-developed framework for planning, project preparation, and analysis, and its excellent track record in education, ADB is well positioned to provide leadership in this important area. This good practice guide focuses on policy options, strategies, and practical tools for identifying and obtaining information to feed into country-specific dialogue concerning funding shortfalls and innovative methods of higher education finance, including partnerships with the private sector.
- Good Practice in Technical and Vocational Education and Training
Many ADB developing member countries (DMCs) suffer from a shortage of qualified workers. This good practice guide supports ADB's operations in technical and vocational education and training (TVET) and dialogue among stakeholders in the DMCs on the TVET sector and its directions. The booklet highlights strategic questions and presents investment design issues, including the strengths and weaknesses of different forms of training and financing. It discusses the lessons learned from ADB's experiences in the sector and their implications for future TVET projects. Checklists provide a practical tool for evaluating proposed TVET investments.
- Good Practice in Information and Communication Technology for Education
ICT for education is a rapidly evolving and high-priority development area. This guide stresses the importance of a holistic good practice framework in which ICT for education issues are pursued through three interrelated perspectives:
(i) national perspective,
(ii) education sector perspective, and
(iii) education institution and school perspective.
The guide draws on a range of sources, including the findings of ADB's studies on ICT for education and the experience ADB has gained with stakeholders and partners in providing project assistance for ICT for education in its developing member countries.
- Education and Skills: Strategies for Accelerated Development in Asia and the Pacific
This study analyzes education sector issues and strategies in the Asia and Pacific region. The study report is expected to guide ADB operations in the education sector and help ensure they remain responsive and relevant to the needs of its developing member countries. The study reaffirms that the goal of inclusive growth depends on continuous development of an adequate human resource base, and provides a strategic framework for ADB's work in the education sector in support of that development.
- Key Indicators for Asia and the Pacific 2008
This features statistical data for 48 regional members of the Asian Development Bank, including Australia, Japan, and New Zealand. Purchasing power parity data are included, as are social, financial, external trade, infrastructure, governance, and environment indicators.
- Economic Analysis Retrospective 2006: Improving the Diagnostic Quality of Economic, Thematic, and Sector Work Underpinning Country Partnership Strategies
The retrospectives aim to promote the use of rigorous economic analysis by ADB staff in formulating country partnership strategies (CPSs) and in designing projects to ensure quality-at-entry and achieve greater aid effectiveness.

This Handbook provides practical guidance to ADB staff, government officers, and consultants involved in programming, preparing, and implementing activities to effectively integrate social dimensions into ADB-financed operations. It provides a road map to specific ADB policies and procedures related to social development and social analysis.
