Title: Project Implementation Officer
Department/Division: Armenia Resident Mission (ARM)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff (PS)

2. JOB PURPOSE:

To assist the Resident Mission (RM) in handling loan/technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, covering public sector operations, with focus, at least initially, on areas relating to infrastructure, energy and water sectors.

3. EXPECTED OUTCOMES:

Economic Monitoring
Monitors and analyzes economic, political and sector policy developments, and maintains and updates a comprehensive database on the economy of Armenia. Develops and maintains links with economists, other experts and institutions. Assists in economic and sector work, including the preparation of notes and research papers and contributes to economic bulletins and country profiles.

Programming
Provides analytical support to country programming by collecting data, verifying their validity, preparing background information and reviewing the accuracy of data.

Project Preparation and Appraisal
Provides support to fact-finding and appraisal missions, including but not limited to review of technical designs and cost estimates, liaison with government officials, data and project costing, etc.

Project Processing and Administration
Liaises with and supports Headquarters (HQ) and field offices of ADB, Government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan and TA projects (public sector) primarily in the areas of infrastructure, energy and water sectors.

Administers the implementation of projects by monitoring the progress of assigned projects, actively identifying issues and taking actions to address them; preparing internal procurement papers, review of procurement documents and papers for extension of loan closing dates and reallocation of loan proceeds, and other project administration tasks. Provides advice to executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation. Assists EAs in the areas listed above for project administered by various sector divisions in the HQ.

Maintains close cooperation with other international donors and undertakes meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.

Technical Assistance
Supports implementation of assigned TAs by providing administrative support in the recruitment of consultants, organizing tripartite meetings, and preparing relevant correspondence.

Operational Support
Helps organize, contributes to, supports, and participates in meetings, conferences, seminars, and workshops, including Country Portfolio Reviews and Project Review Meetings.

Organizes and conducts training workshops for EA in areas relating to procurement and project administration/management.

Produces reports, as required, on the tasks undertaken in relation to the above.

Performs any other duties, as needed, to help meet collective organizational goals of ADB.

Maintain close cooperation with other international donors, undertake meetings and consultations with them; liaise with government agencies, development partners, private sector partners to facilitate formulation, processing, administration, and monitoring of ADB-financed loan/TA projects; etc.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in business administration (or economics, management, finance and/or public administration); advanced degree will be preferred.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years relevant professional experience, with demonstrated knowledge of infrastructure, energy and water sector and project management.

Sound knowledge of government administrative systems and procedures. Experience in project planning, feasibility analysis, construction supervision, and contract management is desirable.

Complete familiarity with accepted best practices of procurement and disbursement processes. Understanding and knowledge of FIDIC conditions of Contract will be an advantage.

Strong interpersonal skills, teamwork and ability to work in a multicultural environment.

Strong supervisory skills; ability to work independently.

Strong conceptual skills and ability to identify issues and appropriate actions at the field office level.

Strong planning and organizing skills to handle a multitude of tasks under given timelines.

Strong computer skills especially in the use of MS Word and Excel.

Excellent written and oral communication skills in English and local languages.

Familiarity with local institutions and agencies.

8. IMPORTANT INSTRUCTIONS:
