Title: Assistant Project Analyst
Department/Division: Nepal Resident Mission (NRM)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Head, Portfolio Management Unit (PMU)

2. JOB PURPOSE:

To provide statistical, analytical and administrative support to the function of portfolio management of loan, grant and technical assistance (TA) projects in Nepal.

3. EXPECTED OUTCOMES:

Project/TA Implementation
Monitors physical progress in project/TA implementation, for example, by following up on outstanding obligations of executing agencies (EAs) to expedite procurement/contract awards; familiarizing EAs with ADB guidelines and procedures and ensuring their compliance with loan covenants; following up submission of project reports, financial statements, etc.; maintaining related documents, records and files for delegated projects; maintaining computer-based information system for project administration matters.

Statistical Reports
Compiles and updates data on contract awards and loan disbursements for generation of various reports; prepares annual projections of contract awards, commitment and disbursements in standard format and analyzes the actual awards and disbursement against targets/projections to identify shortfalls and their underlying causes.

Disbursements
Assists in processing disbursements for delegated and non-delegated projects by following up with EAs on timely submission of withdrawal applications, reviewing withdrawal applications for compliance with loan agreement, and preparing/reviewing data input for Procurement Contract Summary Sheet to update the Loan Financial Information System.

Document Review and Correspondence
Contributes to the review of various documents, for example, bid documents, bid evaluations, and contract awards; assists as required in drafting various papers, for example, back-to-office reports, project completion reports, routine faxes and letters on project implementation matters, etc.

Others
Assist with and participate in the Country Portfolio Review Mission (CPRM), including preparation of the CPRM background paper, arrange the mission logistics, and undertaking periodic status reviews and updating the CPRM action plan, and carry out other related functions as may be required.

5. KEY RELATIONSHIPS
a. Supervisor
  Head, PMU
Work planning, performance feedback, results assessment, and personal development.
b. Internal Clients
    Compile data and statistics on contract award and disbursements and prepare reports; maintain/update relevant records on project administration; prepare and update Project Performance Reports and TA Performance Reports.
c. External Clients
 
Follow up with executing agencies for submission of required documents; familiarize executing agencies on ADB procedures and guidelines and ensure their compliance with loan covenants.

6. EDUCATION REQUIREMENTS:

Bachelor's degree preferably in Economics and Management

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 5 years of relevant experience; related experience in international agencies will be preferred.
  • Good writing and speaking skills in English are essential.
  • Proven ability to undertake background research and analysis of difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports.
  • Good analytical thinking with ability to make simple causal links (A causes B), pro-and-con lists and analyses to reach a decision; set priorities for tasks in order of importance.
  • Ability to establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies; good inter-personal and communication skills are desirable.
  • Ability to work with individuals from different cultural/national backgrounds.
  • Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in ADB.
  • Familiarity with local languages and institutions.
