Title: Project Implementation Officer
Department/Division: Pacific Subregional Office in Suva (SPSO)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Regional Director, Pacific Subregional Office (SPSO)

2. JOB PURPOSE:

The position will be responsible for the administration and supervision of ADB funded loan and technical assistance projects, in portfolio management, in sector work, and other general sector activities in countries covered by SPSO (Cook Islands, Fiji Islands, Kiribati, Samoa, Tonga and Tuvalu). 

3. EXPECTED OUTCOMES:

Provides support and guidance on ADB-financed projects under implementation in the Pacific region.

Monitors projects and reports on portfolio performance.

Liaises with and trains counterparts in the executing agencies on project implementation and administration matters.

Coordinates with governments regarding project operations.

Ensures compliance with ADB’s procurement and disbursement policies and procedures.

Participates in selected technical assistance and loan processing missions of other ADB staff.

Assists in managing regional projects assigned to SPSO.

Supervises administrative staff involved in project administration.

5. KEY RELATIONSHIPS
a. Supervisor

  SPSO PS and local staff concerned

Assistance in country and sector work and project administration including undertaking missions, follow-up actions, report preparation, knowledge/information management and sharing information dissemination to SPSO local staff as needed.

Government agencies
Civil society

Coordinates with and assists in ADB-SPSO counterparts and contacts in various government, civil society and private sector organizations

Provides guidance to implementing Executing Agencies on ADB guidelines, e.g. on procurement, recruitment of consultants, preparation of tender documents, etc. and helps resolve problems/issues; provides guidance and assistance to consultants; information dissemination, etc.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in a relevant field, preferably in engineering, economics, business administration, finance or accounting; master’s degree would be an advantage.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years experience in project processing, administration, post evaluation, or country programming, preferably with an international organization.

Excellent written and oral communication skills in English.

Experience working with community-based organizations and involvement in public relations and information dissemination would be an advantage.

Strong interpersonal and supervisory skills and ability to work independently.

Computer skills, especially in the use of Microsoft Word and Excel.

Familiarity with Pacific culture and institutions would be an advantage.

8. IMPORTANT INSTRUCTIONS:

ADB offers a highly competitive salary and benefits package applicable to local staff.  While the position advertised is for the Pacific Subregional Office in Suva (SPSO), ADB staff must be prepared to serve in any location outside the Resident Mission at the discretion of Management.
