Title: Senior Project Implementation Officer
Department/Division: Sri Lanka Resident Mission (SLRM)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Country Director and/or designated Professional Staff.

2. JOB PURPOSE:

To provide in-depth technical expertise and operational support in project processing and implementation in the assigned sectors. At this level, the incumbent is expected to take the assigned accountabilities as appropriate to the position, and should be able to demonstrate thorough, substantial and diverse experience, ability to undertake a variety of assignments, and to generally work with minimal supervision.

3. EXPECTED OUTCOMES:

Sector Work
Contributes to sector work in the field by independently conducting sector research, updating information on the specific sector, analyzing financial, institutional or economic issues; and preparing reports on the subjects. Acts as the sector focal point for assigned sectors and maintains close relationships with relevant Government agencies and Headquarters staff.

Project Preparation and Appraisal
Develops a thorough understanding of ADB policies related to project processing. Participates in the Country Programming Mission. Participates in the fact-finding and appraisal missions of projects and provides written inputs to: provide sector information as required; follow up issues for fact-finding, appraisal, negotiation and Board presentation; and provide support for carrying out policy dialogue with the government on policy matters and institutional issues.

Project Administration
Develops a thorough understanding of ADB policies related to project administration, including consultant recruitment and procurement. Administers implementation of assigned projects by monitoring its progress, actively identifying issues and taking action to address them; following up on contract awards and disbursement performance related to projects delegated to the Resident Mission; and providing advice to executing agencies on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. and helps to resolve problems. This includes providing comments on draft bidding documents and Bid Evaluation Reports to ensure compliance with ADB policies. Explains ADB's Anti-Corruption Policy to executing agencies and assists in ensuring the ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent or corrupt acts. Undertakes Policy Review Missions independently, prepares the necessary back to office reports and takes necessary follow up action.

Country Portfolio Review Mission
Participates in Country Portfolio Review Mission and monitors that overall performance of the portfolio of ADB projects in the specific sector and related subsectors, including preparing the related pre- and post-mission documentation. Undertakes assigned special portfolio management activities (e.g. procurement reviews; sector reviews).

Technical Assistance (TA)
Develops a thorough understanding of ADB policies related to TA processing and administration. Processes assigned TAs, including writing the TA paper. Administers the implementation of assigned TAs by: undertaking consultant recruitment and supervision; monitoring progress, providing guidance to the consultants, providing written comments on consultant work and reports; and liaising with the executing agency and representing the ADB in tripartite discussions with the government.

PCRs/TCRs
Independently prepares Project Completion Reports (PCRs)/Technical Assistance Completion Reports (TCRs) as and when assigned.

Policy Dialogue and Information Dissemination
Contributes to policy dialogue with government officials in the context of project and TAs processing and administration. Actively disseminates information on ADB activities to development stakeholders and the public. Talks with local media in assigned sectors.

Mentorship
Provides guidance to junior officers to facilitate work planning, work execution and quality control.

5. KEY RELATIONSHIPS
a. Supervisor

Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
    Provision of in-depth technical expertise to assist supervisors in various project processing and administration missions; follow-up actions; report preparation; knowledge/information sharing, etc.
c. External Clients
 
Guidance to Executing Agencies on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. and assistance in resolving problems/issues; guidance and assistance to consultants; information dissemination, etc.

6. EDUCATION REQUIREMENTS:

Advanced degree in a related field.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 9 years of experience in project related work, multiple sector work, administrative system and procedures.

Sound knowledge of government administrative systems and procedures, and the administrative, political, development issues specific to the country.

Experience in project planning, feasibility analysis, construction supervision, and contract management. Understanding and knowledge of Federation International des Ingenieurs-conseils (FIDIC) conditions of Contract

Strong interpersonal skills and teamwork and ability to develop rapport internally and externally in a multicultural environment

Strong conceptual skills and ability to identify issues and appropriate actions at the field office level

Strong planning and organizing skills to work independently and handle a multitude of tasks under given timelines

Proficiency in computers, especially word processing, spreadsheets, and information technologies required

Complete familiarity with accepted best practices of procurement and disbursement processes

Good writing and speaking skills in English

Familiarity with local institutions

The advertised position is a local staff position with a local remuneration package. It is open only to persons who are nationals and residents of Sri Lanka.
