Title: Senior External Relations Assistant
Department/Division: Uzbekistan Resident Mission (URM)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff (PS)

2. JOB PURPOSE:

To assist the Uzbekistan Resident Mission (URM) management in coordinating and arranging media-related events and other external relations activities; monitoring and reporting on social, economic, and political developments relevant to ADB operations in Uzbekistan and the Central Asia region; handling and disseminating URM’s knowledge resources; handling external information requests in line with the Public Communications Policy; and coordinating URM’s inputs on the external relations work plan and budget.

3. EXPECTED OUTCOMES:

External Relations
Coordinates URM’s external relations activities and dissemination of ADB’s operational achievements in host country; liaises with nongovernment organizations (NGOs); and builds and maintains relationships for URM with media, host government departments, partners, clients, and other related organizations.

Arranges press conferences, media interviews, and reception by the URM; prepares and translates the necessary background materials for the URM management; and interprets for such meetings and gatherings. Assists in preparing media materials for URM management on ADB operations for publication and broadcast. Coordinates with ADB HQ units on behalf of URM management on issuing publications and media releases.

Handles queries from media, civil society, and other organizations on ADB and ADB-supported projects and provides relevant information as requested, in consultation with URM management. Responds as the primary contact person to public inquiries, by fax, telephone, e-mail and in person.

Monitors media coverage on ADB and updates Country Director on developments in the media in relation to ADB-assisted projects; and maintains a database of media contacts in Uzbekistan.

Knowledge Management
Monitors social, economic, and political developments and current events both at and outside the host country that may have potential relevance to ADB operations in the country and the Central Asian Region through local and international media and other sources in Government, private sector, and the research and academic community.

Prepares the URM quarterly newsletter in close consultation with URM management, including choice of topics, layout, and photos, editing, and liaising with ADB Headquarters units.

Maintains the URM’s library and information resources, promotes and manages the use of URM’s info kiosk, and maintains the URM’s page on ADB website, including preparation of materials for updating the contents of the page, and liaising with Department of External Relations on its uploading.

Translation/Interpretation
Translates necessary daily correspondences, short documentation (up to 2-3 pages) and other work that might need to be translated on an urgent basis from local language to English and from English to local language to facilitate URM to undertake its professional work.

Assists in updating bilingual information on the home page.

Coordinates and proofreads the out-sourced translation.

Interprets for URM seminars, meetings, interviews, etc, upon requests by Country Director.

Others
Communicates effectively with the URM's portfolio team on a regular basis to ensure proper public information and knowledge management regarding URM's project implementation and portfolio management.

Performs/assists in other related duties as determined by Country Director.

5. KEY RELATIONSHIPS

    Coordinates and assists in developing materials for media package; translates documents, news releases, press stories, etc. into local language; promotes knowledge sharing/information dissemination; coordinates external relations budget and work plan.

Attends to information requests/queries from media, civil society, government agencies, and other organizations; organizes media and other outreach activities; ensures timely distribution/dissemination of information.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in english, journalism, communications, media relations, public affairs or related fields; economic qualifications would be an advantage

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of relevant professional experience in communications and/or media relations; experience with an international organization would be an advantage.

Sound understanding of social, economic, and political issues in the host country.

Good computer skills and ability to search the Internet.

Proven ability and experience in establishing and maintaining productive contacts with appropriate government officials, donors, executing agencies, NGOs, and private sector; Ability to work in a multicultural environment.

Sound understanding of ADB's operations in host country; proactively monitoring 'high profile' projects and reporting significant events to Country Director.

Familiarity with desktop publishing software in addition to Microsoft Word and Excel.

Ability to manage priorities and workload within general schedule of work.

Excellent written and spoken English.

Good team working, interpersonal, and communications skills.

Familiarity with local languages and institutions.
