Title: Economics Officer
Department/Division: People’s Republic of China Resident Mission (PRCM)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff (PS)

2. JOB PURPOSE:

To undertake the preparation and organization of forums and networking activities for the sharing of knowledge and development experiences between the People's Republic of China (PRC) and other developing member countries (DMCs), and among PRC’s development research partners and stakeholders from different provinces; to support the Country Director in carrying out a wide range of activities related to knowledge-sharing and networking, in support of policy dialogue, country programming, and disseminating the results of ADB-supported Technical Assistance (TA) and lending activities.

3. EXPECTED OUTCOMES:

Knowledge-sharing and Networking
Plans and organizes country-level and regional knowledge forums in consultation with relevant Government agencies and partner organizations.

Organizes country workshops to disseminate international best practices and promote knowledge-sharing among development stakeholders from different provinces, including outcomes and recommendations from loan and TA projects and knowledge products and services (KPS).

Networks with development research institutes to promote research cooperation and enhance ADB’s knowledge services functions.

Supports knowledge forums and capacity building activities under ADB’s major subregional regional cooperation initiatives, and disseminates KPS sponsored under the regional cooperation programs.

Acts as a PRC Resident Mission (PRCM) focal person for ADB Institute’s knowledge and capacity building activities.

Country Programming
Prepares/issues papers and country information to support policy dialogue and country programming activities.

Acts as a focal point for reviewing concept papers and supporting programming of KPS and TA funded by various sources including the PRC Poverty Reduction and Regional Cooperation Fund.

Project/TA Processing and Implementation
Processes and implements assigned TAs in consultation with executing agencies and relevant departments in ADB.

Undertakes TA review missions, organizes TA workshops, and disseminates TA outcomes.

Participates in selected project fact-finding and appraisal missions.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in economics, preferably at post-graduate level.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years relevant professional experience related to the planning and implementation of economic development projects and programs.

Strong conceptual and analytical skill to identify issues and appropriate actions at the field office level, and experiences in policy research and coordination of conferences and workshops.

Demonstrated experience in liaison with government officials, technical specialists, and staff from international development institutions.

Experience with multilateral development institutions an advantage.

Effective report writing and English communication skills.

Proficiency in computers, especially word processing, spreadsheets, and email.

Familiarity with local languages and institutions.
