Title: Project Implementation Officer (Infrastructure) (2 Positions)
Department/Division: Papua New Guinea Resident Mission

1. JOB PURPOSE:

To provide technical and operational support to the Resident Mission (RM) in handling loans and technical assistance (TA) processing and administration, portfolio management and general sector work in the infrastructure sector including roads, civil aviation, and maritime transport and sea ports, power, and other sectors as required.

2. EXPECTED OUTCOMES:

Reviews the adequacy and appropriateness of technical specifications of works for road transport, civil aviation, water transport and sea ports, power and other sectors as required.

Monitors the technical progress of ADB assisted projects in the road transport, civil aviation, water transport and sea ports, and power sectors and prepares the related reports and forecasts of contract awards, disbursements, and implementation progress for assigned projects.

Identifies factors responsible for shortfalls and expedites achievements of target levels.

Undertakes project review missions to review implementation progress and interacts with executing agency, contractors, consultants, and project beneficiaries.

Provides advice and support to executing agencies (EAs) in relation to ADB procurement and consultant policies and procedures and assists in resolving any issues and problems, including review and comments on bidding documents, evaluation reports, and compliance with ADB policies.

Reviews Bid Evaluation Reports and prepares internal procurement papers for approval of projects under the RM administration.

Provides advice on ADB's Anti-Corruption Policy to EAs and assists in ensuring that ADB projects are implemented with sufficient degree of oversight and transparency to deter fraudulent or corrupt acts.

Monitors compliance with loan covenants included in project loan agreements, including loan covenants related to sector reform and project specific loan covenants and ADB safeguard policies.

Participates in Project Implementation Meetings and annual Country Portfolio Review Missions and monitors overall portfolio performance of projects in the road and water transport, energy, ports, water supply and sanitation/infrastructure sectors and other sectors as required.

Provides project implementation support to ADB Headquarter Missions including close coordination with Headquarters-based staff on project administration matters and facilitates effective communications between the ADB, executing agencies, and the Government.

Maintains up-to-date knowledge base of future Government investment plans and approval processes, organizational structure and policies relevant to road and water transport, energy, ports, water supply and sanitation/infrastructure sectors and related subsectors.

Monitors progress of ADB's technical assistance (TA) portfolio in road transport, civil aviation, water transport and sea ports, power, and other sectors as required, and attends tripartite meetings as required.

Prepares Project Completion Reports for delegated projects and TA completion Reports as assigned.

Provides support to loan processing missions in road transport, civil aviation, water transport and sea ports, power, and other sectors as required, with particular focus on implementation arrangements, cost estimates, procurement packaging and related technical issues.

Maintains close cooperation with other overseas development assistance (ODA) donors and undertakes meetings and consultations with them, especially in respect to sector partnerships, as and when required.

3. EDUCATION REQUIREMENTS:

Bachelor's degree in Engineering, Management or related field of expertise; Master's degree preferred.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of professional experience in one or more fields of road transport, civil aviation, water transport and sea ports, power, and related sectors; experience in overseas development assistance (ODA) funded projects an advantage.

Experience and knowledge of various stages of the project cycle (project planning/feasibility analysis/detailed design/project implementation/construction supervision/contract management).

Sound knowledge of government institutions/administrative systems/procedures in the road transport, civil aviation, water transport and sea ports, power, and related subsectors.

Knowledge of social safeguard and environmental issues including community participation issues and understanding and knowledge of FIDIC conditions of contract and advantage.

Strong client focus and high levels of commitment to results.

Effective report writing and English communication skills.

Proficiency in word processing, spread sheet analysis, and information technology applications.

Familiarity with local languages and institutions.
