Title: Finance and Administration Assistant
Department/Division: Cambodia Resident Mission (CARM)

1. JOB PURPOSE:

To assist the Finance/Administrative Officer (FAO) in various financial and administrative tasks and in coordination of various logistical services at CARM.

2. EXPECTED OUTCOMES:

Finance/Accounting Functions
Assists FAO in preparing and reviewing Mission Authorization Requests (MARs) and Mission Authorization Business Travel Requests (MA-BTRs), and Requests for Reimbursement of Business Travel (RRBT) for RM staff.

Assists FAO in preparing supporting documentation from internal and external claims, payments and various other accounting transactions with closely defined ADB procedures and guidelines; processes transactions through preparation of appropriate disbursement or journal vouchers or other relevant payment documentation.

Assists in maintaining appropriate administrative and financial controls related to the assigned tasks and assists in preparation/consolidation of monthly financial statement.

Logistical Support
Assists in arranging required logistic facilities such as transportation, press conferences, workshops, seminars, visas, shipments, customs clearances, disposal of unserviceable stocks, etc. Coordinates closely with the contractor for visa services and travel service provider and provides advice to ADB HQ on visa requirements and cost effective routing on mission travel.

Assists in arranging transportation for the RM routine needs and mission travel. Ensures proper usage of ADB vehicles and ensures that all relevant records are maintained per ADB procedures.

Assists in monitoring quality and economic use of office supplies, and maintains adequate stock of supplies. Assists in procurement of equipment, appliances and vehicles locally or thorough import, and supervises repair/maintenance work. Updates inventory records of properties on monthly basis, carries out annual physical inventory of all properties, and sends report to HQ.

Assists in maintaining communication facilities, viz. PABX system with local and IDD phones, telex, fax, leased circuit, radio network and video conferencing. Coordinates with internal and external contacts to collect information, ensure adherence with contracts, and agreements. Monitors status of compliance, initiates follow up actions and ensures timely completion of expected results; resolves routine procedural and technical queries from internal and external sources.

Assists in maintaining and updating relevant databases and records for administrative and personnel functions of the office.

3. EDUCATION REQUIREMENTS:

Bachelor's degree in business administration, accounting or related field

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 3 years of relevant experience. Related experience in administrative, financial and personnel administration in international agencies preferred.

Good writing and speaking skills in English language are essential.

Good analytical thinking with ability to make simple causal links (A causes B), pro-and-con lists and analyses to reach a decision. Sets priorities for tasks in order of importance.

Ability to establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies; good interpersonal and communication skills are desirable.

Ability to work with individuals from different cultural/national backgrounds.

Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in ADB.

Familiarity with local languages and institutions.
