1. JOB PURPOSE:
To provide administrative and analytical support to the functions of portfolio
management and project administration in general, under the guidance of
a designated professional staff and supported National Project Implementation
Officer for Agriculture and Natural Resources Sector.

2. EXPECTED OUTCOMES:
Project Administration Memorandum (PAM)
Updates all the PAM of ongoing projects in the country, including projects
description/scope, project cost, loan allocation, grant allocation,
procurement, loan covenants, etc.
Project Performance Reports (PPRs)
Updates individual Project Performance Reports every month for loans
and grants, outlining all the required details, for example, project
description/scope, status of implementation, developments, major problems,
actions taken/proposed, and participating in the departmental PPR meetings
when needed.
Statistical Reports
Compiles data and statistics on contract awards and disbursements for
all ongoing projects for the generation of various reports required
by the Lao Resident Mission (LRM). Monitors and analyzes the actual
contract awards and disbursement against targets to identify shortfalls
and their underlying causes, and follow up these matters with Executing
Agencies (EAs) together with the National Project Implementation Officers.
Mission Participation
Participates if necessary in various missions such as inception, review,
mid-term mission and project completion report mission by providing
assistance in collecting data on contract awards and disbursements,
reconciliation of project accounts, compliance of loan/grant covenants,
in familiarizing EAs with ADB's loan/grant procedures and in assisting
them where necessary in the preparation of various reports and applications.
Loan/Grant Covenants
Maintains records needed to monitor compliance with loan, grant and
TA covenants, follow up outstanding obligations of EAs such as the submission
of financial statements, monthly and/or quarterly progress reports;
and inputs data on the status of such compliance into the data base
at LRM, in consultation with the National Project Implementation Officer/LRM
professional staff designated to the relevant projects.
Project/TA Implementation
Monitors physical and financial progress in projects/TA implementation,
for example, by following up on outstanding obligations of EAs to expedite
procurement/contract awards; familiarizing EAs with ADB guidelines and
procedures and ensuring their compliance with loan/grant covenants;
monitoring of progress in terms of outputs and deliverables, following
up submission of project reports, financial statements, etc.; maintaining
related documents, records and files for delegated projects; maintaining
computer-based information system for project administration matters.
Country Portfolio Review Mission/Quarterly Portfolio Review Meetings
Participates in and prepares input for Country Portfolio Review Mission/
Quarterly Portfolio Review Meetings and monitors that performance of
the projects, including support for preparing of the related pre- and
post-mission documentation. Undertakes assigned special portfolio management
activities (e.g. procurement reviews; sector reviews).
Disbursements
Assists in processing disbursements for delegated and non-delegated
projects by following up with EAs on timely submission of withdrawal
applications, reviewing withdrawal applications for compliance with
loan agreement, and preparing/reviewing data input for PCSS to update
the LFIS.
Others
Assists as needed in the implementation and processing of ADB operations
in the area of governance, policy, safe guards and economic development,
and in other LRM activities as required. Assist National Project Implementation
Officers supported to compile and keep updated records about sector
issues, risks and results profiles based on national priorities.

3. EDUCATION REQUIREMENTS:
Bachelor’s degree preferably in the fields of Economics, Business
Administration, Social Development, Agriculture, Environment, Civil
Engineering or related. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
Suitability to undertake the responsibilities mentioned above at the
required level.
At least 5 years of relevant experience; related experience in international
agencies will be preferred.
Good writing and speaking skills in English language.
Proven ability to undertake background research and analysis on difficult
but well-defined tasks, collect and organized required data and information,
apply appropriate computer skills in analyzing and developing the data,
and prepare notes, papers and sections of reports.
Good analytical thinking with ability to make simple causal link (A
causes B), pro-and-con lists and analyses to reach a decision; and sets
priorities for tasks in order of importance.
Ability to establish and maintain productive contacts with appropriate
officials of host government, donor agencies and executing agencies;
good inter-personal and communication skills are desirable.
Ability to work with individuals from different cultural/national backgrounds.
Good computer skills with sound knowledge of common word-processing,
spreadsheets and graphics software used in ADB.
Familiarity with local languages and institutions.
