Title: Procurement Officer
Department/Division: Pakistan Resident Mission

1. JOB PURPOSE:

To assist Pakistan Resident Mission (PRM) in handling the administration of procurement of goods, works and consulting services for the Bank-financed projects, portfolio management, the procurement issues for loan/TA processing, training and seminars, and other general project administration activities.

2. EXPECTED OUTCOMES:

Procurement Services
In close collaboration with the Resident Procurement Specialist (PRM), acts as PRM focal person for procurement services and takes initiative to deal with issues related to these in proactive manner. Reviews various procurement documents, including bid documents, bid evaluation reports, and recommendations for contract award for projects under PRM’s administration, and gives necessary advice on issues to both PRM staff and EAs as necessary.

Project and TA Preparation and Appraisal
Assists in loan/TA processing missions to review contract packages, procurement plan, and project implementation schedule; assists in assessing the capacity of the executing agencies (EAs) in carrying out procurement activities and identifying training needs; assists mission leaders in discussions with EAs and preparation of memorandum of understanding/aide memoire.

Project Administration
Assists review missions for PRM administered projects to assess EA’s procurement and contract award achievements, and identifies any bottleneck in procurement processing and non-compliance with ADB Procurement Guidelines and loan agreements and recommends measures for improving procurement process.

Country Portfolio Review Mission
Participates in Country Portfolio Review Missions and quarterly reviews and monitors procurement activities for ADB-financed projects, including preparing the related pre- and post-mission documentation. Undertakes assigned special portfolio management activities including procurement reviews.

Training and Seminars
Conducts internal and external training on procurement activities and assists in capacity building of EAs and entities involved in procurement in Pakistan.

Coordinates with ADB Headquarters divisions on procurement matters; assists Central Operations Services Office (COSO) in coordinating seminars in Pakistan, including Project Implementation and Administration (PIA) seminars, and Developing National Consultants (DNC) seminars.

Other Operational Support
Maintains close cooperation with other donors and undertakes meetings and consultation with them, with respect to procurement as and when required.

Produces reports, as required, on the tasks undertaken in relation to the above.

Performs any other duties, as needed, to help meet collective organizational goals of ADB.

3. EDUCATION REQUIREMENTS:

Bachelor’s degree preferably in engineering or related discipline; an advanced degree will be an advantage.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years experience in project preparation and administration with substantial experience in procurement and contract management.

Familiarity with procurement policies, guidelines, and procedures, and anticorruption policies of a multilateral organization. Sound knowledge of government administrative systems and procedures, particularly public procurement systems.

Experience and knowledge of various stages of the project cycle (project planning/feasibility analysis/detailed design/project implementation/construction supervision/contract management) is desirable. Sound knowledge of government institutions/administrative systems/procedures in at least one or two sector in Pakistan and related subsectors is desirable. Experience in ADB or World Bank-funded projects is an advantage.

Sound knowledge of competitive bidding procedures and exposure to the domestic construction and consulting industries in Pakistan. Should have strong client focus and high level of commitment to results.

Effective report writing and English communication skills.

Strong conceptual skills and ability to identify issues and appropriate actions at the field office level. Strong planning and organizing skills to handle many tasks with deadlines.

Proficiency in computers, especially word processing, spreadsheets, and email.

Familiarity with local languages and institutions.
