Senior Procurement Assistant
Procurement and Contracts Administration Section (OAIS-PC)

Description of Responsibilities
The position is primarily responsible for participating in the efficient procurement process of goods and services, delivery and payment control using the Oracle procurement module as well as database maintenance.
Specific responsibilities include
Procurement Process
- Requesting for bids and quotations particularly for OIST's requirements (i.e. computer software and hardware and peripherals, telecommunications, etc.)
- Identifying and suggesting the most qualified local and/or foreign supplier, negotiating with suppliers (e.g., terms and conditions, product quality, pricing)
- Monitoring the procurement process by checking and verifying procurement details (e.g., item specifications, Environment, Safety and Health [ESH]/ISO-related attributes, price, computations, terms and conditions) as well as preparing and dispatching the purchase orders and other related documents. Incumbent may also be required to undertake procurement of goods and services for departments other than OIST
Delivery and Payment Control
- Monitoring deliveries/shipments and regularly sending follow-up correspondence to parties concerned to ensure timely delivery of ordered items
- Monitoring the payment process to ensure timely and efficient payment of procured items and compliance with agreed terms and ADB procedures and practices
Database Maintenance
Updating, inputting and extracting data from the Oracle procurement module to ensure efficient maintenance of the database and files systems of OAIS-PC.
Others
Performing other duties as may be assigned by the position's immediate supervisor, Head, OAIS-PC and/or the Division Director.
Reporting Arrangements
The position reports to Head, OAIS-PC, or such other staff to be designated by Head, OAIS-PC.
Selection Criteria
- Suitability to undertake the responsibilities mentioned above at the required level
- Bachelor's degree in Business Administration, Marketing, Engineering or other relevant courses
- At least 5 years relevant experience
- Working knowledge of the Oracle procurement module
- Working knowledge of MS Word, MS Excel, MS Powerpoint and Lotus Notes
