Title: Evaluation Officer
Department/Division: Operations Evaluation Department (OED) / Operations Evaluation Division 2 (OED2)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Director and/or designated Professional Staff (PS).

2. JOB PURPOSE:

Assists in the preparation of various evaluation studies including project, sector, and country level operations; ADB’s policies and strategies and related operations: and special evaluation study on selected themes. Performs economic and financial evaluation of projects/programs being post-evaluated by preparing EIRR/FIRR/cost-benefit/cost effectiveness analyses. Participates in reviewing and commenting on draft operational papers such as the RRPs, and TA papers and other ADB documents and reports and validation of project completion and country partnership strategy completion reports.

3. EXPECTED OUTCOMES:

Report Preparation
Assists in the preparation of Evaluation Approach Papers, and evaluation report preparation, by participating in operations evaluation missions, collecting and analyzing data, drafting designated sections and appendixes, identifying consultants and assisting in their recruitment and management, reviewing consultants’ reports, incorporating comments from department/offices and executing agencies, and proofreading of the reports.

Statistical and Database Management
Assists in the maintenance and update of the Evaluation Information System to ensure accuracy and availability of data and other related information at all times, and in the generation of reports required by OED and other departments from the system.

Assists in developing and maintaining other data bases required for special studies, synthesis reports and impact studies.

Evaluation Knowledge Dissemination
Prepares landing pages, learning curves and synthesis reports based on approved evaluation reports for knowledge dissemination and for the preparation of Annual Evaluation Report.

Others
Assists in preparing logistics of workshops, seminars, conferences, regional technical assistance, and providing secretariat/rapporteur assistance in interdepartmental meetings, seminars, and conferences.

Assists in the processing and implementation of regional TA projects for selected evaluation studies.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director and/or designated PS Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Participates in various missions, collects and analyzes data for the preparation of evaluation studies; provides secretariat and rapporteur assistance at interdepartmental meetings, seminars, and conferences; and assists in the preparation and implementation of regional technical assistance projects
c. External Clients
   Coordinates with national executing agencies and consolidates their comments on various evaluation reports

6. EDUCATION REQUIREMENTS:

Bachelor degree in Economics, Finance, or related field/s; preferably with Master's degree in any of these fields

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level

At least 5 years experience in research-related activities

Good command of oral and written English language

Good computer skills with sound knowledge of common word-processing, spreadsheets, and graphic software

Comprehensive understanding of multilateral organizations' operations
