Title: Senior Operations Assistant
Department/Division: Central Operations Services Office (COSO) / Office of the Principal Director, COSO (COOD)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Director, designated Professional Staff (PS) and/or National Officer (NO).

2. JOB PURPOSE:

To provide administrative and logistical arrangements in the implementation of COSO's seminar and training activities.

3. EXPECTED OUTCOMES:

Seminar and Training Preparation
Assists Specialists in planning and coordinating with regional departments, resident missions (RMs), governments, and seminar sponsors on seminar schedules, seminar programs and final lists of participants. Drafts correspondence with operations coordination divisions, RMs, government officials and sponsors for various COSO's seminars.

Assists Specialists in identifying seminar locations and venues; negotiates and finalizes arrangements of hotel bookings, seminar venues, equipment, food, etc.

Prepares and monitors budget for each assigned seminar covering use of hotel facilities, food services, seminar materials and staff expenses; updates monthly seminar schedules.

Prepares seminar materials and audio-visual presentations. Assists in developing and designing seminar presentation materials. Prepares training materials for RM staff and secondees deputed to ADB for training.

Coordinates with Communications, Printing and Procurement Divisions for (i) printing of seminar manuals, brochures, certificates, IDs, etc., (ii) procurement of seminar supplies, and (iii) shipment of seminar materials.

Coordinates with Controllers on preparation of cash advances for seminars and reviews expenses incurred for reimbursement.

Orients and provides guidance and instructions to local staff assigned to assist in seminar mission regarding administrative arrangements, participants attendance, preparation of certificates, payment of per diems, preparation of summary evaluation reports, accountabilities of seminar equipment.

Other Administrative Functions
Assists Specialists in the preparation of regional technical assistance (RETA) papers by providing cost estimates and statistical data.

Monitors RETAs on disbursement, unutilized balances, extension and closing. Reviews/updates information on status of RETAs on Project Processing Information System and Technical Assistance Performance Report System.

Performs all related duties as assigned.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director, designated PS and/or NO Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Provide support in the administration/management of various COSO's seminars such as coordinating with departments/offices, governments, and seminar sponsors, identifying seminar locations and venues, etc.
c. External Clients
   Orient and provide guidance and instructions to local staff assigned to assist in seminar mission regarding administrative arrangements, participants attendance, preparation of certificates, payment of per diems, preparation of summary evaluation reports, accountabilities of seminar equipment.

6. EDUCATION REQUIREMENTS:

Bachelor's degree major in business administration

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years' relevant work experience.

Good knowledge on ADB-adopted computer applications (e.g. MS Word; Windows, Excel, PowerPoint, Lotus Notes, Internet and other Graphic applications).

Demonstrates good knowledge and understanding of ADB organization, and set-up.

Good knowledge of ADB policies, procedures and administrative functions.

Excellent oral and written communication skills in English.

Proven interpersonal skills, client orientation, and team building.

Proven ability to plan schedules in order to meet deadlines under changing priorities.

Good understanding of interactions between different ADB work areas and relevant work flows and their purpose.
