Title: Senior Disbursement Assistant
Department/Division: Controller’s Department (CTL) / Financial Information System Section (CTLA-FIS)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Assistant Controller, CTLA, designated Professional Staff (PS) and/or National Officer (NO)

2. JOB PURPOSE:

To undertake computer activities and related administrative duties within a specific work area of ADB.

3. EXPECTED OUTCOMES:

Data Analysis & Reports
Collates, extracts and analyzes complex or specialized data and information to produce standard and ad hoc reports, schedules and financial statements within the relevant ADB guidelines and format requirements; ensures that Management and other users receive appropriate information in an accurate and timely manner.

Database Management
Maintains and updates relevant data bases in order to keep them accurate, consistent and timely; ensures that generated reports reconcile with supporting documentation; analyzes, investigates and initiates actions to correct detected data discrepancies.

Accounts Processing
Ensures that all relevant accounting transactions are properly taken up in the books and various reports, financial statements and schedules required within and outside ADB, and they are prepared accurately and on time.

Data Entry and Control
Performs data entry and undertakes control activities to ensure the accuracy, consistency and timeliness of records/information.

Others
Provides advice to system users and attends to inquiries on matters relating to disbursement/repayments; compiles and monitors audited financial statements submitted by borrowers/EAs; prepares schedules of various insurance coverages for individual consultants; prepares various correspondence related to assigned work, etc.

5. KEY RELATIONSHIPS:
a. Supervisor
  Asst. Controller, designated PS/NO Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Analyze data and information and prepare report; maintain and update data bases and ensure all accounting transactions are process and reports prepared on time.
c. External Clients
   Gather audited financial statements and prepare schedule of insurance coverages for individual consultants.

6. EDUCATION REQUIREMENTS:

Bachelor degree in Accounting, Business administration or Economics with major in accounting, computer or finance; a Certified Public Accountant qualification would be an advantage

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years combined on-the-job training and experience in loan administration, disbursement processing and auditing work.

Strong analytical and numerical ability, with experience in preparing financial statements.

Proficient in the use of MS Office program including Excel, MS Word, Powerpoint, and Access.

A good knowledge of a multilateral institution's loan administration and technical assistance operations.

Good oral and written communication skills in English.
