Title: Assistant HR Services Administrator
Department/Division: Budget, Personnel and Management Systems Department (BPMSD) / Human Resources Division (BPHR)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff and/or National Officer.

2. JOB PURPOSE:

To undertake and coordinate a range of administrative duties and support activities within a specific work area of human resources function.

3. EXPECTED OUTCOMES:

Staff Recruitment and Selection
Ensures efficient support in the recruitment process by preparing standard and non-standard documentation, drafting and placing advertisements, monitoring responses, checking and recommending the longlist and shorlist of candidates, and scheduling selection panel meetings; monitoring, updating and preparing accurate vacancy management tables and statistics; updating the human resource management system (HRMS); coordinating interviews, testing and evaluation, and acting on related inquiries; and coordinating the updating of forms and templates, as necessary.

Performance and Development Plan Program
Provides administrative support related to the performance during the probationary period, fixed term reviews (confirmation/extension of probation, extension/conversion of fixed term appointment) and the annual performance review process, including drafting of related recommendations and non-standard correspondence and documentation for supervisor’s review.

Staff Movements
Provides support in the administration of various human resource actions/staff movements (i.e., promotion, upgrading, transfer, redesignation and assignments, etc.) by drafting recommendations, monitoring staff due for upgrading/promotion and ensuring follow-up procedures, preparing all related documentation/correspondence.

Secondment of Staff to Asian Development Bank Institute (ADBI)
Administers processes required for the secondment of ADB staff to ADBI; drafts recommendations to Management to obtain approval of ADBI’s request to second ADB staff; drafts Memorandum of Understanding with ADBI, Contract of Agreement with staff, benefits entitlement of secondees in consultation with ADBI and ADB’s Compensation and Benefits Division; seeks approval of concerned parties to finalize and implement secondment arrangement; coordinates secondment arrangement with all departments/offices concerned. Provides support to ADBI on various personnel-related matters, assists in the placement of ADBI vacancies in BPHR Online, ADB website, and ADB Today. Maintains and updates ADBI staff data in HRMS.

Special Leave Without Pay (SLWOP)
Administers the requirements for processing requests on SLWOP by coordinating with concerned units/divisions. Drafts standard and non-standard correspondence, including recommendations to seek Management’s approval of SLWOP requests. Monitors expiration of SLWOP and notifies staff members concerned before the expiration of SLWOP.

Personnel Administration/Others
Provides analytical support in preparing statistical data/summaries, e.g., complement figures, vacancies, etc., on a regular and/or ad hoc basis. Coordinates, reviews and analyzes inputs submitted by team members, reviews related documents, and presents requested information in appropriate and concise format. Designs required reports based on users’ requirements and available data

Staff Requests
Evaluates requests for personal and professional information changes submitted through Oracle self-service, and prepares non-standard employment certifications.

Temporary Staff Requirements: Addresses requests for pool/temporary staff and prepares all related communication/documentation.

HR Policies and Procedures
Assists in advising staff of applicable HR policies, administrative orders or related guidelines. Assists client departments in their staffing positions and organizational reviews to ensure compliance with HR policies and guidelines.

Undertaking initial review of staffing implications resulting from reorganizations/realignments.

5. KEY RELATIONSHIPS:
a. Supervisor
  Designated PS and/or NO Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Coordinate human resources activities specifically staff recruitment and selection, performance and development plan program, staff promotion, upgrading and other movements; exit clearance, temporary staffing requirements and training-related activities
c. External Clients
   Coordinate staff recruitment and selection activities including placement of advertisements.

6. EDUCATION REQUIREMENTS:

Bachelor degree, preferably major in Psychology, Management, Public or Business Administration, or related fields.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years work experience in recruitment and staffing, performance management and personnel services.

Knowledge and understanding of the human resources policies and procedures.

Good computer skills and knowledge of common word-processing, spreadsheet and graphic software used within a multilateral institution. Exposure to personnel administration activities (i.e., recruitment, hiring, retention, termination and counselling), and salary and benefits administration.

Familiarity with Oracle HRMS and Self-Service and or similar human resource management systems necessary to the delivery of human resources unit's core services.

Ability to keep confidential information.

Proactive and effective in addressing client's concerns.

Ability to work independently with minimum supervision.

Excellent oral and written communication skills
