Title: Economics Officer
Department/Division: Economics and Research Department (ERD) / Economic Analysis and Operations Support Division (EREA)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff (PS)

2. JOB PURPOSE:

To provide technical and research support in the division's undertaking of its core functions of developing economic analysis methodologies, providing advice on sound application of economic analysis at all stages of the project cycle, undertaking policy research and sector studies, and conducting related learning programs for ADB staff and external clients.

3. EXPECTED OUTCOMES:

Undertakes research in sector and thematic studies of operational relevance, assists in developing and applying new methodologies of economic analysis at the country, sector and project levels, and in preparing good practice case studies.

Provides technical support in the review of country partnership strategy papers, loan and technical assistance (TA) proposals, and other relevant policy papers and sector studies.

Undertakes independent research on specific development economics topics of operational relevance.

Assists in developing and organizing staff learning programs on project and program economic analysis.

Contributes to the planning, processing, and implementing TA projects by assisting in drafting TA papers and terms of reference, selecting/evaluating consultants, preparing cost estimation and budget, monitoring TA implementation, supervising the organization of conference/workshop, reviewing/evaluating consultants' reports and drafting TA completion reports, and editing manuscripts for publication.

Ensures the proper and efficient management of the Division's database systems of parameters for project analysis and sectoral, technical assistance and methodological studies.

Ensures the smooth administrative operations of the Division by preparing the budget, monitoring and updating information on TA projects, coordinating and following up the work program and assignments of the professional staff.

Performs other tasks as assigned by the supervisors.

5. KEY RELATIONSHIPS:
a. Supervisor
  Designated PS Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Provide research assistance and technical support in sector and thematic studies, developing and applying new methodologies of economic analysis at the country, sector and project levels, and preparing good practice case studies; provide advice on application of economic analysis at all stages of the project cycle, etc; coordinate with data sources and users to ensure efficient management/maintenance of database systems; administer the Division's TA activities; coordinate work program and assignments of professional staff.
c. External Clients
   Review/evaluate consultants reports; gather and analyze data and prepare reports/presentation materials for conferences and workshops.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in Economics, Statistics, or any related field; preferably a Master's Degree in Economics

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of relevant work experience.

Demonstrated skills in policy research and project economic analysis, with the exposure to environment economics-related issues being a plus

Good knowledge of development trends and issues in developing member countries.

A high level of analytical and conceptual skills.

Good understanding of the concept of internal clients, and strong client orientation.

Interpersonal skills to work successfully with clients and colleagues.

Excellent oral and written skills in English.

Proficiency with MS Excel, MS Word, and MS Powerpoint, and knowledge of computer applications for economic analysis
