Title: Assistant Project Analyst
Department/Division: East Asia Department (EARD) / Agriculture, Environment, and Natural Resources Division (EAAE)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Designated Professional Staff (PS)

2. JOB PURPOSE:

To provide statistical and analytical support to the functions of portfolio management.

3. EXPECTED OUTCOMES:

Project Administration Memorandum (PAM)
Contributes to the preparation of PAM by gathering and consolidating data in the appendices; and drafting project description/scope, project cost, loan allocation, procurement, loan covenants, etc.

Project/TA Reports and Related System
Prepares and updates individual Project Performance Reports (PPRs) and Technical Assistance Performance Reports (TPRs) for loans and TAs outlining all the required details such as project description/scope, loan amount, etc.; participates in the Departmental portfolio meetings as and when needed. Monitors and updates the Public Information Documents/Disclosure Management System (PIDs/DMS) of the Division's loans and TAs.

Statistical Reports
Compiles data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the Department and Management. Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes, and follows up these matters with the Executing Agencies. Monitors and updates the project processing milestones in the Project Processing Information System (PPIS) including posting of projects in the ADB Business Opportunities (ADBBO) and Consulting Services Recruitment Notice (CSRN).

Mission Participation
Participates in various missions as required such as inception, loan review, mid-term mission and Project Completion Report missions by providing assistance in collection of information and statistics on procurement, contract awards, and disbursements; in the reconciliation of project accounts, in familiarizing Executing Agencies with ADB's loan procedures and in assisting them where necessary in the preparation of withdrawal applications. Ensures that investee adhere to all on-going obligations for reviewing quality, timeliness and information content of all periodic information received from clients, monitoring loan covenants, and drawing to dealing officers' attention any perceived deterioration in business environment or status of investees.

Loan Covenants
Maintains records needed to monitor compliance with loan and TA covenants, follows up outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports, and Project Benefits Monitoring and Evaluation (PBME) implementation; and inputs data on the status of such compliance into the Project Administration Systems (PAS) of the mainframe computer.

Documents Review and Correspondence
Contributes to the review of various documents, for example, bid evaluation report, contract awards-related documents/reports (e.g. Procurement Contract Summary Sheet [PCSS] or Procurement Contract Update Sheet [PCUS]). Drafts various papers (for example, Procurement Papers for award of contracts); reports needed for project implementation and TA proposals; and correspondences as required.

Disbursements
Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submission, preparing required correspondence and re-estimating project costs and ADB's commitments and financing percentages. Reviews, evaluates and processes subloan applications from participating financial institutions (PFIs) under ADB's credit lines. Endorses recommendation for approval or rejection in the case of subloan above free limit, or for authorization for withdrawal in the case of subloans below free limit.

Project Review and Monitoring
Reviews reports and other products including safeguard documents of the Division's projects to ensure that appropriate attention has been given to environment and social safeguards aspects. Monitors loan and TA compliance with ADB's safeguard policies. Maintains records needed to monitor compliance with loan and TA covenants, to follow up outstanding obligations of executing agencies such as the submission of audited financial statements, monitoring and evaluation implementation, and quarterly progress reports; and inputting data on the status of such compliance into the Project Administration System of the mainframe computer. Reviews audited financial statements of the Division's projects.

Others
Performs any other duties as required including document review and correspondence.

5. KEY RELATIONSHIPS:
a. Supervisor
  Designated Professional Staff Work planning, performance feedback, results assessment, and personal development
b. Internal Clients
   Gather and consolidate data; compiles data and statistics on contract awards and disbursements; participate in the department Project Performance Reports (PPR) meetings.
c. External Clients
   Follow up with Executing Agencies for submission of required documents; participation in mission to collect required data and discuss problem issues or brief on ADB procedures/guidelines, etc.

6. EDUCATION REQUIREMENTS:

Bachelor's degree in finance, business administration or a field related to development

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of relevant work experience

Demonstrates knowledge and understanding of ADB's operational processes and procedures. Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports. In-depth understanding of the interaction between different ADB work areas and relevant workflows and their purposes. Proven supervisory skills. Good analytical thinking with ability to make simple causal links (A causes B), pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance
