Title: Associate Project Analyst
Department/Division: Private Sector Operations Department (PSOD) / Infrastructure Finance Division 1 (PSIF1)

1. JOB PURPOSE:

Provides specialist support to the Private Sector Infrastructure Finance Division 1 (PSIF1) in the performance of operational and administrative functions, and those related to planning work and project administration; to contribute to improvement and strengthening of PSIF's knowledge base and risk management.

2. EXPECTED OUTCOMES:

Administrative and Planning Support/Mentorship
Assists with planning of various initiatives designed to facilitate PSIF's interaction with other ADB departments/offices and with the development of systems and procedures to facilitate liaison and contact with partner institutions.  Provides guidance/coordinates the work  of Assistant Project Analysts within the division.

Operational Knowledge Database
Provides research/analytical support in tracking, collecting and analyzing trends, developments, and best practices in infrastructure design and financing.

Statistical Reports
Provides data/statistics in PSIF for generation of periodic reports for PSIF/Management on the status/progress of project administration, information on project approvals, financial closures, disbursements, project implementation, stock and cash dividends receipts, and sale of equity of stocks or rights.  Prepares and reviews disbursements, project documentation, and analyzes probable exits of ADB investment.  Assists in maintaining inventory of share certificates to cover equity held and the relevant period of coverage.

Disbursement
Undertakes all activities to process disbursement requests, review of withdrawal applications, verification of compliance with disbursement conditions, follow-up on submission of required documents and review of their completeness/validity, preparation of correspondence, review of ADB's share of financing commitments.  Calculates fees relating to the guarantee and counterguarantee fees for projects with political risk guarantees.  Develops disbursement projections, monitors actual disbursements, tracks shortfalls and identifies underlying causes of such shortfalls.

Mission Participation and Project Reviews
Participates in various missions to meet commitments for project annual reviews and/or project completion reports, collects and analyzes financial condition and performance of project companies and prepares draft for the various reports required.  Undertakes desk reviews as part of the annual review process for the assigned projects.

Loan Covenants
Ensures investee's adherence to all on-going obligations for reviewing quality, timeliness and information content of all periodic information received from clients; monitors loan covenants; and draws to dealing officers' attention any perceived deterioration in status of investee.  Maintains records needed to monitor compliance with loan and equity covenants, follows up outstanding obligations of borrowers such as submission of financial statements, monthly and/or quarterly progress reports.

Financial Analysis
Carries out analysis of financial statements and quarterly or monthly financial reports, using a spreadsheets template model in evaluating the financial condition and financial performance of assigned projects highlighting the covenanted financial ratios.

Insurance
Maintains inventory of insurance policies on loans assigned which would include assessing the adequacy of the insurance cover and relevant period.

Security Documentation
Maintains a database of all relevant agreements and security documentation relating to each project.

Private Sector Investment Management Notes (PSIM)
Prepares and updates individual PSIM Notes every quarter for those loan and equity projects outlining all required details, e.g. disbursements, dividends, submission of financial statements, recent developments, prospects, problems and remedial actions, valuation of equity, list of shareholders; and participates in PSIM Meetings when needed.  Update information in the PSS.

Budget Preparation
Administers all activities to form the basis of processing budget requests.

3. EDUCATION REQUIREMENTS:

Bachelor's degree in Accounting, Finance, or Economics. Preferably with post-graduate degree.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

Minimum of seven years of relevant experience

Demonstrates knowledge and understanding of Bank operational processes and procedures

Proven ability to undertake background research and analysis on difficult but well defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports.

In-depth understanding of the interactions between different Bank work areas and relevant workflows and their purposes.

Good analytical thinking with ability to make simple causal links (A causes B). pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
