Title: Senior HR Management Officer
Department/Division: Budget, Personnel and Management Systems Department (BPMSD) / Human Resources Division (BPHR)

1. JOB PURPOSE:

Provide administrative support on the design and implementation of a broad range of human resource functions primarily focused on job analysis and position classification and testing and assessment to support the goals of the Human Resource Strategy (HRS). Contribute to statistical queries, budget and improvement of personnel policies and Information Systems.

2. EXPECTED OUTCOMES:

Job Analysis and Position Classification
Independently reviews and evaluates jobs to ensure internal equity in the relative job scope across levels as part of the job description validation process.

Liaises with staff within BPMSD to advise on position level complements, reclassification requests, and their implications on the organizational structure of each work unit; drafts memorandums advising client departments/offices of outcomes.

Provides technical inputs and advice on drafting generic competency based job descriptions and clarifying job content and skill requirements with incumbents and supervisors.

Provides technical support in the administration and implementation of various position classification systems and inputs for enhancing current systems and processes.

Recruitment, Selection, and Promotion
Provides support for international and local recruitment (e.g., mission schedule, interview schedules and arrangements, preparation of the offer letter, etc.) and selection (e.g., shortlist and interview potential candidates for supporting staff vacancies).

Oversees the preparation of advertisements for posting, the advertising budget, and maintenance of the related database.

Provides administrative support with the annual recruitment and deployment plan, overall vacancy monitoring, and staffing movements and projections.

Supervises the activities required for internal promotion and support the selection panel to ensure that the process is dealt with in accordance with policies and procedures.

Testing and Assessment
Develops and implements a range of paper-and-pencil and/or computer-based tests for entry-level support staff

Coordinates with client departments/offices to develop and implement prequalification exams for different skills and functional areas.

Ensures the reliability and validation of tests and the continuous improvement for tests to meet the business needs.

Reviews off-the-shelf test materials; recommends purchase and customizes tests for ADB use as necessary.

Drafts memorandums advising client departments/offices of testing results.

Supervises the implementation of the assessment and development center for professional staff.

Performance Management
Performs the overall implementation of the annual performance evaluation exercise

Ensures consistency in the application of procedures, processes and rules with respect to performance management in coordination with the personnel teams.

Provides analysis of the results to determine areas for improvement and ascertain compliance with approved policies and procedures.

Statistics
Coordinates the collection of data and use of statistical analyses to produce various human resources related reports.

Budget Preparation and Monitoring
Supervises the preparation of the Mid-year Budget Review, Revised Budget Estimate and other various budget projections including work programs and manpower estimates.

Personnel Policies
Provides inputs to the design and implementation of special projects and reviews (e.g., Staff Engagement Survey, HRS Review, Administrative Orders and Circulars, review of internal procedures).

3. EDUCATION REQUIREMENTS:

Bachelor degree, preferably with a Master degree in Psychology, Organizational Development, Human Resources Management, Organizational Behavior, Business Administration or related field

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

More than 10 years experience in human resources management

In-depth knowledge and understanding of a multilateral institution’s human resources policies and procedures

Proven supervisory and coordination skills

Proficiency in operating computers and using a multilateral institution's standard software for word processing, spreadsheets, graphics and database applications as well as statistical packages (e.g., SPSS).

Strong interpersonal skills required in dealing with the diverse expectations and problems arising from a multicultural environment

Excellent oral and written communication skills in English
