Title: Benefits Officer
Department/Division: Budget, Personnel and Management Systems Department (BPMSD) / Compensation and Benefits Division (BPCB)

1. JOB PURPOSE:

Assists the responsible Professional Staff in the overall administration of the relevant benefits area through the coordination and supervision of diverse support staff work activities.

2. EXPECTED OUTCOMES:

Claims Administration
Through the first line supervisors, ensures compliance with all prescribed Bank procedures and policies in the processing of claims/loan applications and timely and accurate delivery of work.

Provides advice on the interpretation of policies/directives and their applications to individual claims; analyzes problem cases; makes recommendations to supervisor for consideration; and drafts reply to ensure all aspects are answered in detailed and timely manner.

Orientation
Conducts orientation for new employees on the benefit items administered by the unit to ensure they are familiar with benefit entitlements and claims procedures.

Budget Preparation and Monitoring
Contributes to budget process for the responsible benefit items by coordinating the preparation of work program and budget proposals; reviewing the submitted data; and keeping track of utilization to ensure the budget and work program are submitted in a timely and accurate manner.

Benefit Systems
Coordinates/liaises with OIST in the major revision arising from changes in policies/guidelines, maintenance/enhancement of the benefits related systems in order to maximize the utilization of the computer resources. Participates in automation project of the division.

Analytical Support
Conducts research study e.g., benchmarking on concerned benefit items with comparator organizations; and drafts directives in the form of Administrative Orders/Circulars and memos to disseminate approved policies, plans and programs. Reviews analytical studies performed by assistants. Conducts studies on special cases relating to benefits administration/implementation.

3. EDUCATION REQUIREMENTS:

Bachelor degree major in Business or Personnel Management with postgraduate qualifications/diploma in Personnel Management or related field

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years on-the-job experience in Personnel Management, budget management preferably in Benefits area in a large organization.

Proficiency in operating microcomputers and using a multilateral institution’s standard software packages for performing word processing, spreadsheet, graphics and database applications.

Excellent oral and written communication skills in English

In-depth understanding of relevant specialized and general policies, procedures, guidelines and reporting formats prevalent in a multilateral institution

In-depth understanding of the interactions between a multilateral institution’s different work areas and relevant workflows and their purpose

Strong analytical thinking with ability to analyze relationships among a few parts of a problem or situations, make simple causal links (A causes B) or pro-and -con decisions and set priorities for tasks in order of importance.
