Title: External Relations Officer
Department/Division: Department of External Relations (DER) / Japanese Representative Office (JRO)

1. JOB PURPOSE:

To help enhance ADB’s profile in Japan by implementing media and external relations activities aimed at raising awareness and understanding of ADB’s work and giving support for ADB’s strategic agenda.

2. EXPECTED OUTCOMES:

Building and Maintaining Relationships with Target Audiences
Provides support to Resident Director General in establishing and cultivating good relations with the Government, local and top-tier media, private sector, nongovernment organizations (NGOs), development partners, and other stakeholders in Japan to enhance ADB’s profile and build multi-stakeholder support for ADB.

Liaises with the Department of External Relations (DER) in planning and implementing effective external relations strategies, ensuring accurate and consistent messages in all communications with target audiences in Japan.

Managing Media Relationships and Facilitating Media Events
Organizes media events and provides public relations support during high-level visits, including press conferences, media briefings, and interviews for ADB Management and senior staff.

Writes and edits speeches, presentations, news releases, press statements, and other materials as needed.

Provides public relations support during other outreach events.

Provides feedback and advises Resident Director General on media relations in consultation with DER.

Develop and maintain a national media contact and distribution list.

Monitoring Media Coverage of ADB
Monitors daily media coverage in Japan on topics relevant to ADB, and advises the Resident Director General. Provides DER regular news monitoring reports and a media analyses on ADB’s profile in target media.

Gathers information from media, NGOs, Government, and other relevant sources on issues relevant to ADB to enhance and strengthen the relationship between ADB and Japan.

Managing Dissemination of Products and Information
Liaises with DER in developing and producing promotional materials such as fact sheets, briefs, and brochures.

Develops an e-newsletter and arranges for translation of ADB selected publications and public awareness materials into Japanese.

Updates and maintains the JRO website in coordination with DER.

Organizes seminars, workshops, and conferences in coordination with HQ counterparts, as needed.

Implementation of ADB’s Disclosure Requirements
Manages responses to public inquiries and implements the disclosure aspects of the PCP in Japan in close consultation with HQ. Ensures documents and information are made publicly available according to the Policy guidelines and that the requirements of the Policy are implemented. Advises JRO staff on the requirements of the Policy regarding disclosure. Monitors the key performance indicators in relation to disclosure.

Advice on External Relations Policy, Strategy, Plans and Implementation
Provides strategic communication advice and management support to the Resident Director General on programs and external relations issues affecting ADB. Acts as a key link between the JRO team and DER in developing a strategic external relations strategy for JRO.

3. EDUCATION REQUIREMENTS:

Bachelor’s degree in communications, journalism, social sciences, public/business administration; preferably with a master’s degree

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of work experience in communications, journalism, social sciences, public/business administration

Knowledge and understanding of Japanese media and good media contacts.

Excellent oral and written communications skills in English and Japanese. Ability to produce accurate and concise work.

Familiarity with various local institutions and socio-economic environment.

Sound knowledge of economics and development issues, and ability to explain them to others.

Proficiency in use of software programs including Word, Excel, and PowerPoint.

Strong interpersonal and multicultural skills.

Ability to build relationships and communicate effectively with internal and external clients; and work in collaboration with others.

Ability to interact with senior ADB staff and senior representatives of external organizations.

Ability to identify key areas of knowledge and information and implement plans in line with strategic priorities.

Ability to manage and analyze information, and design and implement knowledge sharing events and activities.
