Title: Knowledge Management Officer
Department/Division: Regional and Sustainable Development Department (RSDD) / Knowledge Management Center (RSDD-KM)

1. JOB PURPOSE:

To provide adequate and timely advice and support to the designated Professional Staff (PS) to promote effective and efficient implementation of ADB’s Knowledge Management (KM) Framework and help accomplish the KM Center’s work program in the context of Strategy 2020.

2. EXPECTED OUTCOMES:

Knowledge Management Framework Implementation
Innovates and supports the improvements of ADB’s (i) organizational culture for knowledge sharing, (ii) management systems, (iii) business processes and information technology solutions for knowledge capture, enrichment, storage and retrieval, (iv) communities of practice (CoPs), and (v) knowledge sharing, learning, and dissemination through external relations and networking.

KM Center Activities Facilitation, Administration, and Communication
Supports the operations of KM Center. Provides guidance to other technical staff, in RSDD and in other offices and departments in ADB, about the KM Center's activities. Ensures consistency in preparation of information and training materials on KM. Facilitates organization and implementation of conferences, seminars, and workshops on KM, helps develop structures, agenda, and implementation plans and budgets, and oversees the implementation thereof.

Learning and Development
Provides technical and organizational support in identifying and developing learning and development programs in KM and learning in organizations to enhance the quality of knowledge and processes for producing and integrating new knowledge in ADB’s operations.

Communities of Practice
Provides technical and organizational support to CoPs in identifying, creating, storing, sharing, and using knowledge products, and extending related services. Recommends options to optimize accessibility to knowledge products and services by internal and external users. Provides technical and organizational support to related KM working groups and their activities and serves and participates as member or focal point as appropriate. Assist in the preparation of, and monitoring and reporting on, the annual CoP budget. Coordinates with other staff of the KM Center engaged in other support to CoPs.

Knowledge Product and Service Development
Innovates in the development of new knowledge products and services and the continued refinement of existing ones. Provides support in the packaging of knowledge products and services in creative and innovative ways to maximize their usability and usefulness to a variety of user groups including RSDD staff, other ADB staff (particularly mission leaders and sector directors), the Board of Directors, and other internal and external users.

Suggests and proactively contributes to the development of pilot initiatives in email marketing, web promotions, media outreach, website enhancements, multilingual outreach, and enhancements in the Knowledge Management Units established in other offices and departments in ADB. Provides support in the development and maintenance of RSDD’s and the KM Center’s web presence. Tracks and identifies opportunities to feed knowledge solutions to decision-makers prior to them taking strategic decisions and oversees the delivery of these findings. Identifies opportunities to “piggy back” the sharing of knowledge products and services onto events organized by others.

Knowledge Product Capture and Storage
Provides support to capture and store knowledge products, for example by means of good practice notes and staff profile pages, and helps develop and operate new web-based platforms to ensure ready access.

Editorial Work and Production Management
Recommends the development and assists in the writing and production of e-newsletters, one-pagers, pamphlets, and other knowledge products. Ensures the accurate and timely planning and production of postings and regular publications pertaining to knowledge products and services by creating and implementing production schedules; quality-checks KM products prior to uploading and dissemination; performs lay-outing; and coordinates with artists and printing supervisors during presswork. Helps to exercise quality control on RSDD’s knowledge products and services such as the new ADB Briefs and Working Papers in the Sustainable Development Series.

Liaison and Coordination with Internal Staff and External Clients
Liaises with other offices and departments in ADB to promote effective and efficient implementation of ADB’s Knowledge Management Framework and helps accomplish the KM Center’s work program. Facilitates inter-agency cooperation on KM by giving relevant and timely responses, and assisting coordination of activities.

Project Processing and Administration and Work Program and Budget Management and Administration
Helps propose, design, and monitor the KM Center's regional technical assistance projects. Helps ensure effective budget utilization by supervising preparation of annual, mid-year, and revised budget estimates of the KM Center. Prepares consultant selection documents including terms of reference and work plans, supervises the work of consultants, and ensures outputs are delivered on time.

Tracking Achievements
Continuously tracks knowledge management service performance using agreed key indicators. Provides periodic reports on progress.

Strategy and Policy Support
Assist in providing analysis and information on KM operations to ADB’s Management, with a focus on integrating KM in country partnership strategies.

Others
Performs other KM-related duties as may be requested by the designated PS.

3. EDUCATION REQUIREMENTS:

Bachelor's degree major in business administration, economics, or related areas.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years experience in a multilateral organization relating to project processing and administrative work

Excellent oral and written communication and strong interpersonal skills

Knowledge of office computer applications such as database and website management, and mainframe subsystems such as Grant Financial Information System (GFIS), Technical Assistance Information System (TAIS), and Loan Financial Information System (LFIS).
