Title: Senior Operations Assistant
Department/Division: Central Operations Services Office (COSO) / Central Operations Services Division 1 (COS1)

1. JOB PURPOSE:

The position is responsible for producing statistical reports on the procurement of goods, works and consulting services for technical assistance, grant and loan projects, and for database management.

2. EXPECTED OUTCOMES:


Statistical Report Generation
Produces statistical reports relating to the procurement of goods, works, and consulting services, as requested by the Board of Directors, Management, operating departments and external clients, using and analyzing information found in a number of ADB databases.

Produces statistical reports for COSO to assess operational trends in the procurement of goods, works and consulting services, using and analyzing information found in a number of ADB databases.

Produces ad-hoc and regular statistical reports for various ADB publications on short-listed consultants, engaged consultants, and goods and works contracts awarded, using and analyzing information found in a number of ADB databases.

Database Management
Assists in building up and maintaining accurate and up-to-date databases on short-listed and awarded contracts, by validating the accuracy of data inputs versus signed goods, works and consulting services contracts.

Assists with the development of web based application for presenting and reporting contract award information for goods, works and consulting services.

Assists with the development of new applications and integrated databases under the Information Systems Technology Strategy II (ISTS II) initiative for managing and analyzing contract award information for goods, works and consulting services. Participates actively in the Manage Procurement Working Group of the P3M project.

Administrative Functions
Posts reports on short-listings and contract awards to adb.org.

Post Procurement Notices on the Business Opportunities section of adb.org.

Assists with the inputting of consulting contract information into the Technical Assistance Information System (TAIS).

Assists with the validation of goods and works contract information input into Loan Financial Information System (LFIS).

Others
Performs other duties as may be assigned by the immediate supervisor and/or director.


3. EDUCATION REQUIREMENTS:

Bachelor's degree in accounting, business administration, commerce, statistics or a related discipline.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years relevant experience.

Working knowledge of the policies, procedures and administrative functions related to recruitment of consultants and the procurement of goods and works. Experience in creating and preparing standard and ad-hoc statistical reports, and developing databases. Knowledge of ADB's computer systems and databases that contain information on the procurement of goods, works, and consulting services. Proficient with ADB’s standard suite of computer software and in the use of computer databases to input and extract information. Good analytical skills, including the ability to accurately organize and present data. Able to maintain up-to-date knowledge in concepts and practices related to area of work.
