Title: Assistant Knowledge Management Administrator
Department/Division: Independent Evaluation Department (IED)/Office of the Director General, IED (IEOD)

1. JOB PURPOSE:

To be responsible for proactive engagement in the identification, creation, storage, targeted sharing, and achievement of increased use of IED's knowledge products and services.

2. EXPECTED OUTCOMES:

Knowledge Product and Service Creation, Promotion and Distribution
Innovates in the development of new knowledge products and services and the continued refinement of existing ones. Provides support in the packaging of knowledge products and services in creative and innovative ways to maximize their usability and usefulness to a variety of user groups including IED staff, other ADB staff (particularly mission leaders and sector directors), the Board of Directors, and external clients such as governments and other evaluation units. Suggests and proactively contributes to the development of pilot initiatives in email marketing, web promotions, media outreach, website enhancements, multilingual outreach, and Knowledge Management Help Desk enhancements among others. Provides support in the development and maintenance of IED's web presence. Tracks and identifies opportunities to feed evaluation findings to decision-makers prior to them taking strategic decisions and oversees the delivery of these findings. Identifies opportunities to "piggy back" the sharing of knowledge products and services on to events organized by others.

Knowledge Product and Service Capture and Storage
Provides support in the systematic recording and storing of knowledge products and services and the development and operation of web-based platforms to ensure the ready access to this information. Manages the lessons database and recommendation tracking system.

Editorial Work and Production Management
Supports IED's automated workflow management process. Exercises quality control on all knowledge products and services. Leads in the writing and production of e-newsletters, one-pagers, pamphlets, and other knowledge products. Ensures the accurate and timely planning and production of postings and regular publications pertaining to knowledge products and services by creating and implementing production schedules; quality-checking outputs; performing lay-outing; and coordinating with artists and printing supervisors during presswork.

Operations Evaluation Community of Practice
Contributes to the establishment and running of a community of practice to share concern for operations evaluation and deepen knowledge and expertise through interaction on an ongoing basis. Supports the organization and planning of periodic "results roadshows" or other dissemination activities. Contributes to the development, maintenance, and administration of program in support of the community of practice, and to its linkages to the website.

Management Support
Provides analysis and briefing notes from evaluation findings for management review meetings. Assists in providing analysis and information on knowledge management operations to Management.

Knowledge Management Help Desk
Promotes the meaning and purpose of knowledge products and services to clients within and outside ADB; supervises the Knowledge Management Help Desk; reviews and reports on Knowledge Management Help Desk Performance.

Tracking Achievements
Continuously tracks knowledge management service performance using agreed key indicators. Provides periodic reports on progress.

Evaluation Capacity Development
Provides support to IED efforts/activities in developing evaluation capacity for ADB's regional departments and ADB's developing member countries.

Others
Provides analytical/logistical support for related ongoing evaluations as required.
Performs other duties as may be assigned by the immediate supervisors


3. EDUCATION REQUIREMENTS:

Bachelor's degree in social sciences or related fields (e.g. economics, business administration, computer science, statistics, communications, engineering)

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

5 years relevant work experience, preferably with exposure to research/evaluation work and at least 3 years experience in web development.

Understanding of the principles and practices of knowledge management as a technique to enable organizational development. Understanding of knowledge management tools. Demonstrated successful practical experience in the area of knowledge management product and service management.

Excellent knowledge of ADB's operational and evaluation processes and procedures.

Detailed knowledge of the interactions between different ADB work areas and relevant workflows and their purposes.

Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, and prepare notes, papers, and sections of reports for dissemination.

Good editorial judgment, writing skills, and knowledge of publishing and printing requirements.

Excellent computer skills with experience in online databases, collaborative technologies, and web-based services. Willingness to learn new software as needed. Appreciation of the capabilities and limitations of information technology.

Ability to elicit cooperation and manage the concerted efforts and activities of individuals.
