Description of Responsibilities

The position is responsible for providing department-wide support for gender-related activities and for the identification, preparation, and administration of loan and technical assistance (TA) projects in the social sectors.

Specific responsibilities include

  1. As a gender specialist, providing support to project teams on gender issues; formulating and processing loan and TA projects; dealing with gender issues and monitoring these during project implementation; conducting dialogue with senior government officials, consultants and other development partners in relation to gender issues; and contributing to gender-related knowledge products
  2. As a project team leader, conducting policy dialogue with senior government officials, consultants and other development partners, particularly in the fields of education and health; supervising and coordinating the work of project team members; and formulating and processing projects for Board consideration
  3. Identifying and analyzing education and health sector development trends, formulating and implementing policies and strategies to further sector development and justifying them in the context of sustainable economic development, poverty reduction, and gender considerations
  4. Undertaking the design, evaluation, appraisal, and administration of education and health programs and projects in developing member countries, and preparing sector studies, sector policy papers and policy analysis
  5. Participating in interdepartmental working groups on social sector issues; and participating in country teams

Reporting Arrangements

The position reports to Director, SESS.

Selection Criteria

  • Suitability to undertake the responsibilities mentioned above at the required level
  • University degree in sociology, or in any other relevant social science human development subject, preferably at postgraduate level
  • At least 7 years of relevant professional experience in project preparation, implementation, and management covering major sub-sectors of education and preferably health
  • International experience working in development in several countries
  • Experience in working and negotiating with governments at national and local levels
  • Drive for learning and sharing knowledge, including proactive professional networking and facilitating the collection and dissemination of information on good practices
  • Proven track record of team leadership
  • Strong multidisciplinary competence and significant exposure to issues in human development/social sectors, including institutional, and especially, economic and financial aspects, and should be thoroughly conversant with cross-cutting operational issues particularly, poverty reduction, gender, and good governance
  • Ability to liaise and deal effectively with staff, management, staff of other international organizations, executing agencies, and senior government officials in implementing loan and TA projects and undertaking policy dialogues
  • Drive for learning and sharing knowledge, including proactive professional networking and facilitating the collection and dissemination of information on good practices
  • An attitude of striving for results (meeting deadlines, solving problems, delivering products) and working in teams to achieve results
  • Familiarity with Logical Framework and results-based management approach
  • Ability to organize, lead and manage a team or a mission team
  • Strong interpersonal skills, analytical abilities and good oral and very good written communication skills in English

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from about 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
