Financial Control Specialists

Headquarters, Manila
For Accounting Division

Responsibilities:

Responsible for

  1. undertaking financial, treasury and trust fund accounting under US generally accepted accounting principles, management accounting, which includes preparation, analysis and interpretation of financial statements, development and implementation of management reports, development and implementation of accounting policies in line with accepted standards, and review of business processes, including related automated systems, and the administration thereof.
  2. providing oversight functions in compliance with policies, regulations, good internal controls and accepted practices in the administration of accounts payable, contracts and payroll; enhancement and implementation of systems and procedures; and administration of computer application systems.

Selection Criteria:

Specific criteria include

  • a postgraduate degree in finance, accounting or other related fields, with good knowledge of information technology and financial information system, and with internationally recognized professional qualification such as Certified Public Accountant (CPA), Certified Financial Analyst (CFA) or its equivalent.
  • at least 5 years of highly relevant professional experience in accounting firms or financial institutions.
  • international development experience.
  • broad-based professional expertise and good work experience in the area of accounting, auditing or financial management and information technology.
  • exposure to development projects in the Asian and Pacific region or in developing countries.
  • strong team leadership, negotiation, and interpersonal skills.
  • very strong analytical skills.
  • excellent oral and written communication skills in English.
For Loan Administration Division

Responsibilities:

Responsible for

  • disbursing loans and technical assistance (TAs) to borrowing countries including disbursements under the Technical Assistance Special Fund (TASF), Japan Special Fund (JSF), and other externally funded resources.
  • disbursing private sector equity investments and loans.
  • participating in operational activities, such as Country Portfolio Review Missions (CPRM), loan inception and administration missions, loan negotiations, etc.
  • providing guidance in enhancing the role of the Executing Agencies (EAs) in contributing to good financial governance of ADB's projects through monitoring the adequacy of EAs' internal control and accounting capability.
  • leading loan disbursement missions to the borrowing countries and delivering lectures on disbursement operations in the seminars/workshops for EAs.
  • streamlining of disbursement processes.

Selection Criteria:

Specific criteria include

  • suitability to undertake the responsibilities mentioned above at the required level.
  • a postgraduate degree in finance, accounting, management, business administration, economics, management information system or computer science or other related fields, with good knowledge of accounting and finance and with internationally recognized professional qualification such as Certified Public Accountant (CPA), Certified Financial Analyst (CFA), or its equivalent.
  • at least five (5) years of relevant professional experience, preferably in several countries, with in-depth knowledge of project management and implementation, financial accounting, banking, and treasury operations, and strong background in information technology.
  • demonstrated leadership and supervisory skills.
  • good interpersonal and multidisciplinary skills.
  • excellent oral and written communication skills in English.
