1. IMMEDIATE REPORTING RELATIONSHIPS:

2. JOB PURPOSE:
Identify, develop, implement and administer loans, Technical Assistance
(TAs) projects, and non-lending products and services (NLPS) to contribute
to ADB’s goal of reducing poverty. Contribute to the development
of transport sector policy in the National Poverty Reduction Strategies
of developing member countries (DMCs), and evaluate project impact on
poverty reduction. Work with broad policies and objectives, having freedom
to work with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of strategies
for the transport sector, especially the railway and urban mass rapid
transit subsectors, in DMCs in consultation with relevant government
agencies and Resident Missions (RMs).
- Participate in ADB’s subregional activities regarding transport
network development and transit facilitation, especially in the railway
subsector.
- Project Management
- Manage loan and TA projects in the transport sector.
- Identify opportunities for ADB assistance projects in the transport
sector in DMCs.
- Integrate ADB’s policies and guidelines in the design and
implementation of transport sector projects.
- Provide advice to executing agencies on project preparation.
- Policy and Project Evaluation
- Undertake economic analysis of the transport sector and policies
with a view of ensuring comparability to best practices and responsiveness
to development needs of DMCs.
- Evaluate cost and benefits of projects as well as draw lessons
for future projects.
- Evaluate the impacts of projects to ensure compliance with ADB’s
environmental safeguards policies
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on the transport sector and other activities for advocacy,
dissemination and knowledge building.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in transport/civil/mechanical engineering, transport
economics, or other related fields; preferably at post-graduate level
or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 8 years of relevant professional experience
- Excellent oral and written communication skills in English
- International experience working in development in several countries
|
8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
