1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director, Governance, Finance, and Trade Division
(CWGF)
The following staff positions report to the Economist (Public Finance):
National Officers and Administrative Staff.

2. JOB PURPOSE:
Identify, develop, process and supervise loan and Technical Assistance
(TA) projects in the area of public finance management at central and
sub-national level. Contribute to the review and development of policies
and procedures for sound public finance management. Work with broad
policies and objectives, having freedom to work with clients, with supervision
for critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Promote sound management of public finances through policy reforms,
institutional changes and capacity building at national and sub-national
levels in governments of Developing Member Countries (DMCs).
- Identify and introduce innovative and good practices to facilitate
public sector restructuring and to foster public-private partnerships
in the financing and management of public services.
- Formulate implementation strategies for enhancing public finance
management and adopting medium term fiscal and expenditure frameworks
for public service delivery through the different levels of government.
- Coordinate activities in public finance management with DMCs government
offices and other stakeholders, including multilateral and bilateral
organizations, other donors, and civil society groups.
- Project Management
- Undertake the development, design, and implementation of loan and
TA projects for public finance management.
- Contribute to the design and implementation of policy-based loan
and TA operations focused on efficient and effective service delivery.
- Provide technical support to the processing and development of
programs and projects focused on social services financing and delivery.
- Knowledge Generation and Sharing
- Participate in and contribute to internal and external training
and conferences on the public finance management and other activities
for advocacy, dissemination and knowledge building.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in public sector economics, public finance and
administration or other related fields; preferably at post-graduate
level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 8 years of relevant professional experience in public
finance management (planning, budgeting, auditing), or related area
- Excellent oral and written communication skills in English.
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:
