1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director
The following staff positions report to the Urban Development Specialist
(Transport):

2. JOB PURPOSE:
Identify, develop, implement and administer loans, Technical Assistance
(TAs) projects, and non-lending products and services (NLPS) in the
urban transport sector. Contribute to the development of policy on the
urban transport sector in developing member countries (DMCs). Work with
broad policies and objectives, having freedom to work with clients,
with supervision for critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of urban
sector policy and strategies for the urban transport sector including
issues related to public transport modes and services, regulation,
financing, safety and security, urban environmental improvement, and
urban and regional transport planning and management, in DMCs in consultation
with relevant government agencies and Resident Missions (RMs).
- Contribute information and analyses for economic and sector work
and interdepartmental working groups on urban transport.
- Project Management
- Lead in the development, processing and administration of loan
and TA projects in the urban transport sector.
- Identify opportunities for ADB assistance projects aimed at operationalizing
urban transport policies.
- Integrate ADB’s policies and guidelines in the design and
implementation.
- Provide advice to executing agencies on project preparation.
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on the urban transport sector and other activities
for advocacy, dissemination and knowledge building.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in transport engineering, urban and regional planning,
urban management or other related fields; preferably at post-graduate
level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 8 years of relevant professional experience in urban development
and urban environmental improvement or related area as well as in
project administration
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

must be prepared to serve in any location outside its Headquarters at
