Title: Treasury Specialists 
Department/Division: Treasury Department (TD) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Assistant Treasurer

The following staff positions report to the Treasury Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Review and advise the Treasury Department (TD) on financial policies and best practices as they pertain to the mobilization, allocation and utilization of ADB ordinary capital resources (OCR), Asian Development Fund (ADF) and other trust funds, and market borrowings; undertake research and analysis, prepare financial studies and associated papers on policy and product development matters, including loan modality and pricing; develop policies/guidelines and strategies for liquidity investments; construct and supervise fixed-income investment portfolios; and assist in the management of the ADB’s funding operations in global and domestic capital markets as well as relationships with banks, investors, rating agencies, and regulators. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Supervise and support ADB’s financial strength through developing and maintaining appropriate financial policy framework and asset liability management (ALM) practices for ADB’s OCR, ADF and other Special Funds.
  • Develop and execute strategies to maximize expected returns within defined risk parameters.
  1. Management Reporting
  • Analyze, monitor and provide management reports on various financial parameters including capital adequacy, funding, liquidity, asset allocation, income and financial ratio projection, etc.
  1. Support Functions
  • Undertake treasury back-office support functions in the area of cash management and cash flow projections; payment processing relating to loan disbursements and the prompt and accurate settlement of investment transactions; bank account relationships including capital custodian relationships; and ensure business continuity relating to critical treasury functions.
  • Assist in investor roadshows, due diligence meetings with underwriters and rating agencies, and compliance with regulators.
  • Promote coordination and cooperation with respective support areas and departments to ensure effective day-to-day Treasury operations.
  1. Borrowing Program
  • Participate in structuring, negotiating, and executing market borrowings and swap transactions in global and domestic capital markets.
  1. Portfolio Management
  • Supervise and manage relevant portfolios proactively taking into consideration market developments and macroeconomic issues.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Assistant Treasurer Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Assist in investor roadshows, meetings with underwriters and rating agencies
c. Internal Clients
   Financial analysis and reporting; developing and maintaining financial policy framework and asset liability management practices for OCR and ADF

6. EDUCATION REQUIREMENTS:

A university degree in finance, economics, accounting, or related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant experience in related treasury activities, as well as good working knowledge of financial risk management concepts and analytics
  • Broad-based professional expertise and good work experience in treasury operations
  • Exposure to development projects in the Asian and Pacific region or in developing countries
  • Strong analytical and quantitative skills
  • Strong team leadership, negotiation, and interpersonal skills
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
