Title: Financial Control Specialist 
Department/Division: Controller's Department (CTL) / Accounting Division (CTAC) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Assistant Controller, Accounting Division (CTAC)

The following staff positions report to the Financial Control Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Supervise, control and monitor the maintenance of accounting records and the preparation of timely and accurate periodic financial statements, reports and related financial information. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Financial and Accounting Support
  • Undertake financial, treasury and trust fund accounting under the United States (US) generally accepted accounting principles and management accounting (i.e., includes preparation, analysis and interpretation of financial statements, development and implementation of management reports, development and implementation of accounting policies in line with accepted standards, and review of business processes, including related automated systems, and the administration thereof).
  • Provide oversight functions in compliance with policies, regulations, good internal controls and accepted practices in the administration of accounts payable, contracts and payroll.
  • Ensure the preparation of timely and accurate periodic financial statements, reports and related financial information for shareholders, management and external stakeholders necessary for sound decision making.
  • Maintain accurate accounting records.
  1. Internal Controls
  • Review and recommend accordingly any changes to systems, policies and procedures to promote accuracy of information and efficiency in processing while maintaining appropriate internal controls
  • Undertake or contribute to the enhancement and implementation of systems and procedures, and administration of computer application systems.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

   Provision of timely and accurate periodic financial statements, reports and related financial information

   Provision of timely and accurate periodic financial statements, reports and related financial information

6. EDUCATION REQUIREMENTS:

A university degree in finance, business, accounting or other related fields; preferably at post-graduate level or its equivalent, with good knowledge of information technology and financial information systems, and with internationally recognized professional qualification, such as Certified Public Accountant (CPA), Certified Financial Analyst (CFA) or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of highly relevant professional experience in accounting firms or financial institutions
  • International development experience
  • Broad-based professional expertise and good work experience in the area of accounting, auditing or financial management and information technology
  • Exposure to development projects in the Asian and Pacific region or in developing countries
  • Strong team leadership, negotiation, and interpersonal skills
  • Very strong analytical skills
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
