Title: Economists (Research)

1. IMMEDIATE REPORTING RELATIONSHIPS:

Assistant Chief Economist

The following staff positions report to the Economist: National Officers and Administrative Staff

2. JOB PURPOSE:

Support and advise operations in strengthening the economic base, relevance and value of ADB’s financing programs and projects in Developing Member Countries (DMCs) to support of ADB’s goal of poverty reduction. Undertake policy and economic research and contribute to capacity building and knowledge sharing initiatives around economic analysis principles and methods. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Operations Advisory Support
  • Support country and project teams in the review of operations papers, primarily at design stage, and provide advice to strengthen the economic base of country strategy studies and of policy and investment operations, including participation in relevant operational missions.
  1. Policy and Analysis and Economic Research Work
  • Participate in the Division’s research and analytical work on Asia’s development challenges, policies and project economic analysis methodologies, particularly for the social sector.
  • Disseminate research outputs through preparing and publishing policy papers, briefs and technical notes.
  • Undertake research on development and poverty issues relevant to the region, particularly in areas of strategic concern to ADB and its DMCs.
  • Contribute to the measurement and analysis of Millennium Development Goals (MDGs) indicators.
  • Contribute to the preparation of the Asian Development Outlook (ADO) and the ADO Update.
  1. Training
  • Contribute in the development and delivery of learning programs to raise the awareness of economics among ADB staff and application of economic analysis principles and methods.
  1. Knowledge Management
  • Assist in organizing statistical data and evaluate their quality and relevance to policy makers.
  • Develop knowledge products (i.e. papers, reports, etc.) for capacity building on economic analysis principles and methods and contribute to their dissemination as a speaker or moderator during presentations, seminars and conferences.
  • Foster collaboration and coordinate economic research, dissemination, networking and capacity building activities with outside researchers, including bilateral and multilateral institutions.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:

   Technical guidance and advice, research on good practices, knowledge sharing and capacity building

6. EDUCATION REQUIREMENTS:

A university degree in Development Economics, Public Economics or other applied economics; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in development studies and operations, training in economics, research publications, developing country strategies or other related area
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
