Title: Guarantees and Syndications Specialist 
Department/Division: Office of Cofinancing Operations (OCO) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Director, Office of Cofinancing Operations (OCO)

The following staff positions report to the Guarantees and Syndications Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Promote direct value-added financing partnerships and cofinancing arrangements by issuing guarantees and originating, structuring, executing, and syndicating direct value added cofinancing for structured loan and project finance transactions for ADB’s non-sovereign (i.e., commercial/corporate) and sovereign clients. Contribute to mobilizing financing and risk sharing capacity from international and local financing partners in the public or private sectors in support of infrastructure and financial market transactions. Work with other institutions to effectively support loan and guarantee syndications and assist in managing syndicated loans and guarantees. Work with broad policies and objectives, having freedom to work with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Assist the regional departments (RDs) in formulating direct value-added cofinancing strategies for Country Partnership Strategies (CPSs).
  • Assist the operational departments in identifying opportunities requiring direct value-added commercial cofinancing.
  • Advise on appropriate cofinancing structures for transactions involving low to moderate levels of risks and potential financing partners during transactions design and program formulation.
  • Recommend improvements to ADB’s cofinancing policies, guidelines and practices.
  1. Project Management
  • Advise on direct value added cofinancing structures and identify financing partners during transaction design.
  • Support teams at the Private Sector Operations Department (PSOD) and the RDs for transactions with cofinancing from commercial sources.
  • Identify, structure, execute, and assist in syndicating/distributing direct value-added cofinancing (including guarantees and syndications) for transactions involving ADB’s non-sovereign and sovereign clients in the infrastructure and financial sectors.
  • Work with other financing parties to effectively support loan syndications.
  • Contribute to advising governments of developing member countries (DMCs) and/or executing agencies on employing credit enhancement structures.
  • Support the administration of transactions with guarantees and syndicated loans, including maintaining adequate documentation.
  1. Business Development
  • Mobilize commercial cofinancing through the application of guarantees and syndication arrangements.
  • Contribute to promoting the innovative application of cofinancing and risk sharing structures and arrangements for more effective resource mobilization and market development.
  • Work closely with the operational departments in mobilizing external resources for debt financing.
  • Participate in building financing partnerships with major commercial lending agencies and investment banks, institutional investors, and the commercial arms of multilateral and bilateral agencies.
  • Build awareness of syndication opportunities.
  1. Knowledge Management
  • Contribute to efforts to increase awareness of ADB’s credit enhancement operations among other financing parties and ADB staff.
  • Participate in preparing staff instructions on Syndications.
  • Contribute to maintaining knowledge of emerging best practices in loan and guarantee syndications.
  • Contribute to preparing related in-house seminars and workshops, updates of commercial cofinancing transaction briefs, manuals, brochures and other publications.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

   Support for cofinancing strategies and opportunities, continuous improvement of cofinancing policy, project management, business development, knowledge sharing

6. EDUCATION REQUIREMENTS:

A university degree; preferably at post graduate level or its equivalent in a business or finance related field

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional work experience in project and/or structured finance, including hands-on experience in originating, structuring, executing, and syndicating loans and project finance transactions for infrastructure and/or financial sector transactions
  • Excellent oral and written communications skill in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
