Title: Social Development Specialist (Safeguards) 
Department/Division: Regional and Sustainable Development Department (RSDD) / Environment and Social Safeguard Division (RSES)  

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Director, Environment and Social Safeguards Division (RSES)

The following staff positions report to the Social Development Specialist (Safeguards): National Officers and Administrative Staff

2. JOB PURPOSE:

Identify, develop, implement and administer loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the assigned sector, ensuring compliance with safeguards on involuntary ressetlement and indigenous people. Contribute to the development of policy and strategies addressing social development and protection in the assigned sector in developing member countries (DMCs). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Provide information and analyses towards the development of sector policy and strategies, with proper consideration for their impact on social development and protection, particularly on themes around addressing involuntary ressetlement and indigenous people, in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
  • Contribute information and analyses for economic and sector work and interdepartmental working groups on social development and protection.
  1. Project Management
  • Develop, process and administer loan and TA projects in the assigned sector, ensuring compliance with safeguards on involuntary ressetlement and indigenous people.
  • Identify opportunities for ADB assistance projects aimed at operationalizing policies around themes on addressing social development and protection.
  • Integrate ADB’s policies and guidelines in the design and implementation.
  • Provide advice to executing agencies on project preparation.
  1. Knowledge Sharing
  • Participate in and contribute to internal and external training and conferences on social development and protection, involuntary resettlement and indigenous people, as well as to other activities for advocacy, dissemination and knowledge building.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in an applied social science, e.g., sociology, anthropology, economics, development, human geography or other related fields; preferably at post-graduate level

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in social development and protection including poverty- related issues across social sectors, or related area as well as in project administration
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
