Title: Investment Specialist (Infrastructure) 
Department/Division: East Asia Department (EARD) / Regional Cooperation, Governance, and Finance Division, EARD (EARG) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, EARG

The following staff positions report to the Investment Specialist (Infrastructure):
National Officers and/or Administrative Staff.

2. JOB PURPOSE:

Support the identification, development, implementation and administration of infrastructure and other projects to contribute to ADB’s developmental directions and the overall goal of reducing poverty. Provide inputs for the development of policy, strategies and of country programs.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Provide information and analyses for the development of policy and strategies for ADB’s developmental goals for infrastructure financing in consultation with relevant stakeholders.
  • Participate in country teams and missions for planning and programming purposes with particular focus on infrastructure development and operations and for the identification of investment opportunities in assigned Developing Member Countries (DMC).
  • Assist in developing a pipeline of infrastructure and other projects using the range of ADB’s lending modalities including multi-trance lending (MTL), sub-sovereign and non-sovereign public sector financing including state-owned enterprises (SOEs) and public utilities with/without sovereign guarantee, and local currency financing to the public sector clients, with emphasis on design and implementation of public-private partnerships (PPPs).
  1. Project Management
  • Work closely with EARD divisions and resident missions to support the identification, development and processing of projects to be considered for financing, undertaking the needed due diligence, risk analysis and mitigation work towards the structuring of loans, equity investment, guarantees or other forms of assistance.
  • Undertake the implementation and administration of infrastructure programs and projects, ensuring compliance with required guidelines, policies and procedures as well as agreed covenants and reporting requirements.
  • Raise key issues and apply proper risk management in projects.
  • Perform the role of a director on the board of ADB’s investee companies representing ADB’s interest in accordance with the principles of sound corporate governance, as assigned.
  1. External Liaison
  • Facilitate active relationships with financial intermediaries in the region.
  1. Policy and Project Evaluation
  • Draft as well as provide comments on project, policy and other papers related to private sector development and operations issues in various themes and sectors.
  • Maintain and share knowledge of emerging best practices in area of expertise.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the on-going learning and development of reporting staff.

a. Supervisor

   Information exchange, due diligence work, project management, and capacity development

   Support for country programming, risk analysis and mitigation work, project management, knowledge and information sharing, and team management

6. EDUCATION REQUIREMENTS:

A university degree in business administration, finance, or related fields; preferably at post-graduate degree in business administration from a leading graduate school of business

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in private and finance sector, including hands-on experience in processing loans for infrastructure projects, analyzing credit risks, structuring loan transactions, syndicating term loans and related banking activities.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries.

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
