2. JOB PURPOSE:
Identify, develop, implement and administer loans, Technical Assistance
(TAs) projects, and non-lending products and services (NLPS) in the
governance thematic area. Contribute to the development of governance
policy in the National Poverty Reduction Strategies of developing member
countries (DMCs), and evaluate project impact on poverty reduction.
Assist in the implementation of ADB’s anti-corruption action plan.
Work with broad policies and objectives, working directly with clients,
with supervision for critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of country
and sector-level policy and strategies on governance issues in DMCs
in consultation with relevant government agencies and Resident Missions
(RMs).
- Participate in country partnership strategy (CPS) preparation and
updates including assessing capacity development requirements for
governance and anticorruption at the country level and assisting in
completing/updating country governance strategy, where necessary.
- Participate in the preparation of governance, institutional and
corruption risk assessment in core sectors, as part of CPS preparation.
- Contribute information and analyses for economic and sector work
and interdepartmental working groups on governance.
- Support the RMs to develop plans to monitor and review country
core and sector governance issues.
- Support the RMs with governance inputs in the preparation of the
Country Programming Mission/Country Portfolio Review Mission (CPM/CPRM),
where necessary.
- Project Management
- Undertake the development, processing and administration of non
complex loan and TA projects in the governance thematic area with
special focus on legal and judicial reform, anti-corruption and public
management at the national and sub-national levels.
- Identify opportunities for ADB assistance projects aimed at operationalizing
governance and anticorruption policies and bechmarks.
- Assist in the implementation of the Second Governance and Anticorruption
Action Plan (GACAP II).
- Integrate ADB’s policies and guidelines in the design and
implementation of loans and NLPS.
- Provide advice to executing agencies on project preparation and
implementation.
- Interact with sector divisions/RMs to improve the quality of anticorruption
systems and procedures in managing project funds, and working towards
effective management for development results.
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on governance and other activities for advocacy, dissemination
and knowledge management.
- Participate in sector/thematic committees and networks.
- Support governance initiatives in the areas of public financial
management as required.
- Assist SARD/RMs in capacity building or projects of executing agencies
(EAs), specifically in the area of governance and anticorruption.
- Actively participate in external networks, including local consultative
groups on governance, and contribute to knowledge sharing and harmonization
efforts through conferences, external publications and others.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in economics/political economy, governance, development
management, political science, public finance, law, social science or
other related fields; preferably at post-graduate level or its equivalent
|
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 8 years of relevant professional experience in the governance,
policy formulation or related area as well as in project administration
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
