Title: Education Specialist
Department/Division: East Asia Department (EARD) / Social Sectors Division, EARD (EASS)

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Social Sectors Division, (EASS)

The following staff positions report to the Education Specialist:
Administrative Staff

2. JOB PURPOSE:

Undertake analytical, thematic and sector work in the education sector. Participate in identifying, preparing, and leading loan implementation, technical assistance (TA) projects, and non-lending products and services (NLPS) in the education sector. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Support the development of policies and strategies in the education sector in Developing Member Countries (DMCs) in consultation with relevant government agencies, development partners and Resident Missions.
  • Participate in dialogue with government officials and stakeholders of DMCs on education sector policies, approaches and priority areas for investment, including general and technical and vocational education.
  • Participate in country teams and provide inputs on education sector issues for Country Partnership Strategies (CPS).
  • Conduct economic, thematic and sector work on the education sector.
  1. Project Development and Administration
  • Participate in the development and processing of loan and TA projects and NLPS in the education sector, including general and technical and vocational education.
  • Assist in coordinating with Government agencies, stakeholders and development partners in the implementation of education sector loan and TA projects and NLPS.
  • Ensure that key technical, economic, financial and crosscutting issues are addressed in projects.
  • Ensure that projects are implemented in accordance with relevant ADB guidelines and procedures.
  1. Knowledge Sharing
  • Liaise with government agencies, non-government organizations (NGOs), multilateral and bilateral organizations to review and exchange information on education sector policies and issues.
  • Contribute to sector and thematic studies, and prepare knowledge products related to education sector issues.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development

   Policy dialogue and advice, project development and design, project monitoring and implementation, knowledge sharing and capacity development
c. Internal Clients
   Team management, guidance and technical advice, knowledge and information sharing, capacity development, and negotiations

6. EDUCATION REQUIREMENTS:

A university degree in education, economics, social sciences, or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 6 years of relevant professional work experience related to education sector policy and project formulation, implementation and coordination
  • Familiarity with a multilateral institution’s policies and procedures
  • Strong analytical, negotiation, interpersonal and communication, and multidisciplinary skills
  • Ability to write effectively, particularly technical papers and studies
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
