1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director, SEOC
The following staff positions report to the Regional Cooperation Specialist:

2. JOB PURPOSE:
To contribute and provide support for the formulation of the Regional
Cooperation Strategy and Programs (RCSP) and mid-term reviews and their
subsequent implementation in line with ADB’s medium and long-term
strategic frameworks. Provide support for the identification, design,
processing and administration of regional loan and technical assistance
(RETA) projects, and non-lending products and services (NLPS) to contribute
to ADB’s goal of reducing poverty in a regional context.

3. EXPECTED OUTCOMES:
- Regional Cooperation
- Provide support for the development of RCSP and mid-term reviews
by undertaking activities such as obtaining and incorporating comments
from various stakeholders, drafting and revising the RCSP, preparing
the RCSP for Board approval, etc.
- Monitor and report on the progress of the RCSP.
- Provide comments on Country Strategy and Programs (CSPs) and annual
Business Plans in the context of regional cooperation to ensure inclusion
of regional issues and priorities.
- Project Management
- Assist in the identification, design, processing and administration
of RETA projects by undertaking activities, including gathering inputs
from regional stakeholders, organizing sector working group meetings,
conducting background research, drafting technical assistance (TA)
papers, monitoring projects, etc.
- Economic, Thematic and Sector Work
- Monitor economic indicators of the region and Developing Member
Countries (DMCs).
- Staff Supervision
- Provide leadership and support to reporting staff.
- Manage the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in development studies, economics, political science,
public policy, public administration or other related fields; preferably
at post-graduate level
|
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 6 years of relevant professional experience in managing
or coordinating development assistance programs for one or more countries
- Excellent oral and written communication skills in English
- International experience working in development in several countries,
preferably on matters relating to regional cooperation

8. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
