1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to:
Director, Agriculture, Environment, and Natural Resources Division (SEAE)
The following staff positions report to the Water Resources Management
Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:
Identify, develop, implement and administer loans, technical assistance
(TAs) projects, and non-lending products and services (NLPS) in water
resources management. Contribute to the development of policy and strategies
on water resources management and its impact on agriculture and natural
resources development in developing member countries (DMCs). Work with
broad policies and objectives, working directly with clients, with supervision
for critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of strategies
for water resources management and its impact on agricultural development
in DMCs, in consultation with relevant government agencies and Resident
Missions (RMs).
- Contribute information and analyses for economic and sector work
and interdepartmental working groups on water resources management.
- Project Management
- Develop, process and administer loan and TA projects in the water
sector.
- Identify opportunities for ADB assistance projects aimed at operationalizing
water resources management policies.
- Integrate ADB’s policies and guidelines in the design and
implementation of water resources management projects.
- Provide advice to executing agencies on project preparation.
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on water resources management and other activities
for advocacy, dissemination and knowledge building.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in water resources engineering, with relevant coursework
on economics, and/or related agriculture, natural resources management,
environment, social or rural development areas or other related fields;
preferably at post-graduate level or its equivalent
|
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 8 years of relevant professional experience in water resource
management projects including multi-purpose projects, erosion mitigation,
flood control and management, or related area as well as in project
administration
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
