1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Head, Publishing, Info and Web Unit, Department
of External Relations (DER)
The following staff positions report to the Webmaster: Professional
Staff, National Officers, Administrative Staff and a team of technical
consultants

2. JOB PURPOSE:
Lead the strategic planning, development and management of ADB’s
external online products to support external relations priorities and
knowledge dissemination. Work within general policies, principles and
goals, working directly with clients.

3. EXPECTED OUTCOMES:
- Web Publishing and Management
- Lead and coordinate the ongoing evaluation of design, system architecture,
management tools and visual redesign of ADB.org.
- Lead all technical and specialized aspects of producing online
content, providing planning and technical services (where appropriate)
regarding the external website bank-wide.
- Lead the packaging of original content for adb.org.
- Advise management on issues relating to web development, standards
for web publishing, and policy formulation.
- Provide client service related activities such as workshops on
content development and usability, briefings to delegations, guiding
departments on special web projects.
- Promote the website to appropriate internal and external audiences,
establishing linkages with other organizations.
- Prepare and supervise the budget for the Web Team and associate
service contracts.
- Act as DER’s focal point to supervise the management of the
Internet/intranet Harmonization Project.
- Represent DER on taskforces relating to Bank-wide online projects.
- Serve as DER’s Information Technology (IT) coordinator.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in Communications, Information Science,
Business Administration or related fields; preferably at post-graduate
level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 10 years relevant experience, with proven experience managing
a complex website in a corporate communications environment, preferably
within an international organization
- Excellent oral and written communication skills in English
- International experience working in several countries

8. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
