Title: Senior Economist 
Department/Division: Economics and Research Department (ERD) / Macroeconomics and Finance Research Division (ERMF) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Assistant Chief Economist, ERMF

The following staff positions report to the Senior Economist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead in the conduct of economic research and provide support for country economic analysis to strengthen the analytical base for ADB’s strategic policy and operational agenda as well as support the policy agenda of ADB’s member countries in enhancing growth and addressing poverty. Contribute substantially to the preparation and dissemination of research outputs and publications. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Economic Research Work
  • Contribute substantially to the preparation of the Asian Development Outlook (ADO) and its Update.
  • Lead in implementing the economic research program of the division.
  • Lead research on the main determinants and sources of growth in Asia.
  • Lead research on long-term labor market developments in Asia.
  • Lead in the organization of the Economic and Research Department (ERD) conferences and workshops as part of ADB’s knowledge dissemination.
  • Carry out independent work and produce high quality research papers regularly.
  1. Knowledge Management
  • Take a lead role in research dissemination, networking, and capacity-building activities with other institutions.
  • Lead and participate in inter-departmental activities assigned by Management.
  • Produce thematic studies of interest for the Management and broader audience.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff

6. EDUCATION REQUIREMENTS:
A university degree in Economics or related fields; preferably at post-graduate level or its equivalent.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in economic research
  • Evidence of high quality research output and track record of high quality publications in international professional journals
  • Strong quantitative, analytical and conceptual skills in economics
  • Demonstrated expertise in economic research and development in developing countries
  • Excellent knowledge of regional and country-specific economic developments in Asian Development Bank
  • Good understanding of ADB’s institutional context, strategies, priorities and objectives
  • Strong technical and diplomatic skills to interact with senior officials and representatives from other international agencies, private sector and civil society
  • Demonstrated ability to lead and work effectively in multi-cultural and multi-disciplinary teams
  • Excellent oral and written communication skills in English; demonstrated ability to express thoughts clearly and succinctly in English, verbally and in writing
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management. Applicants must be nationals of one of ADB's member countries.
