1. IMMEDIATE REPORTING RELATIONSHIPS:

The following staff positions report to the Principal Director, COSO: Directors, COS1 and COS2, Professional Staff, National Officers and Administrative Staff

2. JOB PURPOSE:
Lead the planning, implementation and supervision of COSO’s vision, strategy and work plan in support of overall ADB goals. Oversee the modernization of ADB’s procurement and consulting services policies and procedures. Advise and assist ADB’s operational departments on project preparation, performance, and implementation. Supervise the provision of a range of training activities in the areas of project preparation, performance, procurement, consulting services, and business opportunities. Anticipate the Office resource requirements and the efficient allocation of budget and resources. Manage a range of strategic procurement and project performance issues with long term implications for the direction and performance of ADB.

3. EXPECTED OUTCOMES:
- Leadership and Strategic Management
- Establish and promote COSO’s vision, goals, strategy and key result areas (KRAs) in support of ADB’s objectives and in compliance with ADB policies.
- Oversee the planning, implementation and supervision of COSO's work programs as well as monitor the quality of outputs, achievement of long term goals and annual objectives for the Office.
- Provide leadership in professional and operational matters, taking the lead in introducing new or innovative approaches to policy and operational issues concerning procurement, portfolio management, consulting services, and project performance management system.
- Oversee the effective coordination and cooperation with other ADB departments/offices and internal stakeholders.
- Provide senior management with full and regular updates on operational issues as well as timely and accurate projections of future operational activities.
- Procurement
- Oversee the provision of advisory services on the procurement of goods and services in ADB-financed operations.
- Provide leadership in the development and improvement of procurement policies and procedures.
- Manage the provision of procurement support to operations departments and executing agencies during project preparation and implementation.
- Oversee the review of procurement activities of ADB borrowers to ensure compliance with guidelines and recommended procedures.
- Ensure full and effective coordination with other multilateral development banks on the harmonization of procurement policies and procedures.
- Consulting Services
- Oversee the provision and administration of consulting services in ADB-financed operations.
- Manage the selection and engagement of consultants required by ADB as well as the review of borrowers’ selection and engagement of consultants for projects financed by ADB.
- Provide leadership in the development and improvement of consultant recruitment policies and procedures.
- Ensure full and effective coordination with other multilateral development banks on the harmonization of consultant recruitment policies and procedures.
- Portfolio Management
- Provide leadership in the coordination of project administration work, and in identifying and resolving procedural and institutional problems being experienced with implementation of ADB projects.
- Oversee the review of project administration practices and procedures, preparation of guidelines, project administration instructions and other operational documents.
- Oversee the preparation of key performance indicators for countries, sectors, and projects and the provision of information on the performance of ADB’s portfolio to the Management and Board of Directors.
- Project Performance Management System (PPMS) and Training
- Assist the development and enhancement of an effective PPMS by providing training to improve the quality of design and monitoring frameworks (DMFs).
- Lead the provision of continuous DMF training to staff of ADB and Executing Agencies.
- Coordinate ADB’s training activities for a variety of participants in the areas of procurement and project implementation, promotion of consulting services expertise, and dissemination of ADB business opportunities.
- Oversee the monitoring of service delivery targets for ADB and developing member countries (DMCs) for key project preparation and administration activities.
- Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of their work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

6. EDUCATION REQUIREMENTS:
A university degree in law, economics, finance, public/business administration or related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant experience and demonstrated technical competence in any area of the position’s responsibilities
Proven ability to effectively liaise and communicate with Management, Board of Directors, staff and external counterparts
- Sound planning, managerial and administrative skills together with superior interpersonal, negotiating skills, and demonstrated performance in creating, motivating and leading diverse teams of highly qualified professionals
- Thorough knowledge of multilateral development banks’ operational policies and procedures including budgeting and human resources management
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
