Title: Head, Logistics Management Unit 
Department/Division: Office of Administrative Services (OAS) / Institutional Services Division (OAIS) / Logistics Management Unit (OAIS-LM) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, OAIS

The following staff positions report to the Head, OAIS-LM: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead and supervise the logistics operations in OAS, including the operations of ADB’s in-plant printing facility, inbound and outbound shipment of goods, transport services, non-life insurance, vehicle registration, communication and messengerial services in support of ADB’s operational activities. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Leadership and Strategic Management
  • Provide leadership in planning, implementing and supervising the annual work program of the OAIS-LM and its human resources including monitoring the quality of output and the achievement of annual objectives and long term goals.
  • Lead the review of industry trends and practices in all areas pertaining to logistics management, analyze their applicability to ADB, and recommend process improvements.
  • Lead in professional and operational matters, including innovation and policy reviews.
  • Ensure cost effective and efficient use of resources.
  • Supervise the evaluation of vendor performance for renewal of contracts.
  • Administer the budget provided for the various services in the Unit.
  • Participate actively in the Division’s management team, and advise Director, OAIS and other senior staff on the full range of Logistics Management products and services.
  • Lead, establish and sustain a culture of client orientation and service excellence.
  • Lead in providing innovative solutions to unusual problems.
  • Prepare the annual budget of various logistical services, including monitoring budget utilization.
  1. Communication Services
  • Ensure the provision of reliable, efficient and cost effective mail delivery and messengerial services covering international door-to-door courier services, diplomatic pouch services, and internal mail and document delivery services.
  • Ensure compliance of contract provisions by the messengerial service provider.
  1. Transport Services
  • Supervise transport services including annual budgeting, planning, directing, and coordinating programs for the acquisition, assignment, utilization, maintenance, replacement and disposal of ADB’s vehicle fleet.
  • Ensure safe, efficient and cost effective use of ADB vehicles.
  • Ensure compliance of contract provisions by the service provider of agency drivers.
  1. Non-Life Insurance Services
  • Supervise non-life insurance services covering ADB property, marine insurance, comprehensive general liability, motor vehicle fleet, and financial liability insurance.
  • Coordinate insurance policy procurement with the designated in-plant insurance broker, and ensure compliance with contract provisions by the service provider.
  1. Vehicle Registration Services
  • Supervise the effective and efficient administration of tax-exempt vehicle importation, registration, disposal and licensing services of official and staff motor vehicles.
  1. Shipping Services
  • Supervise the efficient shipping services including air/surface freight forwarding needs, transportation of household goods and motor vehicles of staff on appointment, repatriation, field office transfers, inbound and outbound official shipments.
  • Supervise the selection of service providers and monitor their performance and compliance in accordance with the provisions of the service contract.
  1. Printing Services
  • Ensure efficient administration of ADB’s in-plant printing facility by delivering quality products in a timely and cost-effective manner and ensuring utmost confidentiality.
  • Evaluate service providers to ensure that ADB’s printing needs are outsourced to suppliers and/or printers who can produce at the lowest possible cost and strictly adhere to ADB’s quality standards.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Coordination with outsource agents/service providers on harmonization of operational methods, policies and procedures, and best practices, etc.
c. Internal Clients
   Leadership of sub-unit operations, supervision and implementation of strategies and work plans, etc.

6. EDUCATION REQUIREMENTS:
A university degree in industrial management, public/business administration, engineering, law or related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant experience for a multinational corporation or international organization with exposure in managing a relatively large number of staff and a good working knowledge of Logistics Management operations, including applications of new technologies
  • Proven management and leadership abilities, with demonstrated performance in creating, motivating, and leading diverse teams of highly qualified professionals
  • Ability to effectively interact with Management and staff at all levels
  • Broad experience in the processing and administration of capital expenditures
  • Outstanding analytical, interpersonal and negotiating skills
  • Excellent oral and written communication skills in English
  • International experience working in several countries/cultures

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
